Description

BlueLight Commercial Ltd (the "Authority") intends to enter into an agreement with IBM United Kingdom Limited (the "Supplier") for the provision of IBM SPSS licences and support for IBM SPSS Products. The Authority is entering into this contract as a national contracting body for UK Policing and wider public sector agencies who have expressed an interest in participating in a single contract ("User Organisations"). 
This software is used by the User Organisations for the development and presentation of complex statistical data analysis. User Organisation utilise the software for a variety of purposes such as predictive crime analysis, user research and statistical model production.
The proposed contract is for a period of three years.

Plymouth City Council ("The Authority") is seeking suitably qualified and experienced suppliers to tender for the replacement of the city's Real-Time Passenger Information (RTPI) system to include Traffic Light Priority (TLP). This project forms a key part of the Authority's commitment to improving public transport infrastructure and enhancing the passenger experience within the city of Plymouth. The system must be fully integrated and capable of delivering accurate, real-time information to passengers across the city of Plymouth. The contract will include ongoing support and maintenance for both hardware and software throughout the contract term, provision of all necessary data feeds to ensure accurate and timely information delivery, a web-based back-office system to enable the Authority to monitor system performance and manage display content, including manual overrides where necessary. A comprehensive reporting package must be provided to monitor and report on system performance, support compliance with targets set out in the Bus Service Improvement Plan (BSIP) and other Department for Transport (DfT) requirements, and also be adaptable to future changes in reporting needs and performance metrics for the duration of the contract. The solution must be scalable and flexible to accommodate future technological developments, policy changes, and evolving user needs.

Marine Pilot Digitalisation

Peel Ports Investments Limited (the name under which any resulting contract from this procurement event will be signed) acting on behalf of The Mersey Docks and Harbour Company, Clydeport Operations Limited and Port of Sheerness Limited, are looking to appoint a single successful Tenderer to provide Marine Pilot Digitalisation. Peel Ports owns and operates six of the UK’s most important ports (Port of Liverpool, Heysham Port, Manchester Ship Canal, Medway (Sheerness / Chatham), Clydeport (Greenock, Hunterston, Ardrossan) and Great Yarmouth). It also operates a container terminal in Dublin. Peel Ports Group serves as the Statutory Harbour Authority (SHA) and the Competent Harbour Authority (CHA) for several UK ports, Managing marine pilots for each port. Currently, pilot requests and allocations are managed manually through a mix of systems such as physical tables, spreadsheets, phone calls, and messages. These systems involve transferring information between digital and paper formats. This project aims to award to a single successful Tenderer under a 4 year fixed term Agreement with 2 optional, 2 year extensions (potentially a total of 8 years). The successful Tenderer will be required to implement a unified software solution to streamline pilot request management at the following locations; Liverpool, Sheerness (Medway) and Clydeport. The full scope of works is set out in the tender documentation, however the scope associated with this opportunity is summarised below but not limited to :- Allow Group Port Control Centre (GPCC) staff to review and allocate pilots based on port-specific rules Provide an automated suggestions and manual overrides.
