Description

Swindon Borough Council is seeking to commission a supported living framework for adults with needs aged 18 and over. The term of the contract will be initially 2 years, with two potential 2yr extensions making to total possible duration of 6yrs. Please see ITT documents for details. 
Initial 2yr contract value is £42m with a potential 6yr value of £126m should the additional two extension periods be implemented. 
The Framework will be under one lot but with three categories
1.	General Needs
2.	Complex Needs
3.	Complex Plus
The Framework will be advertised and all applicants must pass the minimum criteria to be awarded a place on the Framework. 
There will be a core requirement for any bidding providers to apply for category one (General Needs). Bidders can then decide if they wish to also apply for category 2 and 3 (Complex and Complex PLUS), bidders cannot apply for categories 2 or 3 without bidding and being awarded a place for Category one (General Needs) as users often need to move between category one and the other categories

Tender clarifications to be submitted in writing via Messaging in ProContract tender portal by 26th February 2025, 1200 hrs UK Local time. The Council's responses to these clarification questions will be issued periodically on the ProContract tender portal.

Autism Support Service

Autism is one of the fastest-growing areas of need in Birmingham. There are over 4,000 school-aged children with an autism diagnosis across the city, which is a higher prevalence than national averages, indicating a significant local need. In 2022 autism had increased by 25% over three years. Throughout the UK autism prevalence in children is estimated at 1–3% of the population, with recent studies suggesting 1 in 36 children aged eight years have an autism diagnosis. The commissioned service will provide a joint working model within the Trust Early Help Service. The Early Help service consists of one Targeted Family Help team and a Voluntary sector team in each of the 10 districts across Birmingham and the commissioned service will also need to align with The Family Hub offer. The commissioned service will provide direct interventions to children and young people with autism and their families. The specialist interventions will be specifically related to support associated with the child or young person’s autism. The brief will also include upskilling practitioners within the Early Help service, offering advice, guidance and training on autism enabling practitioners to respond effectively to families, this will include providing shadowing opportunities for recently trained staff from the partnerships. The duration of the contract will be for one year, with the option to extend for up to two years (1 + 1 + 1), commencing on 1st April 2026. The contract will be reviewed on an annual basis with a break clause after March 2027, and each subsequent year; with the continuation of the contract based on funding availability and performance. Provision of a Resettlement, Orientation and Re-integration Service

The UK Government operates a number of different schemes to people in need of protection from a range of different regions across the globe. In some instances, pledges have been made to the Home Office by local authorities to offer resettlement opportunities and, in other instances, participation is required. The support needs of each scheme share some similarities but there are also several differences so the service must be able to adapt to varied support needs and changing landscape. The service will support both existing supported/resettled families/individuals and new families/individuals arriving. The service’s main purpose is to support successful resettlement; supporting citizens to settle into their lives in their new homes, including managing their finances and accommodation, accessing services and ultimately being able to live independently and feel part of the community in which they live. This may look different for different families/individuals and for the different schemes. For example, the Homes For Ukraine Scheme is a temporary visa scheme and so people’s needs may differ to those on resettlement schemes who have arrived with indefinite leave to remain.
