Description

The Council wishes to establish a Framework Agreement for the provision of insert Cleaning Services for Temporary Accommodation and Communal Areas of Sheltered and Low Rise Accommodation including:•	Planned Cleaning of all identified areas.•	Periodic (Deep) Cleaning of Low-Rise Accommodation and occasionally Sheltered Housing.•	Windows (external) and high-level glazing. Quarterly high-level window cleaning.•	Reactive Cleaning, both emergency and ad-hoc.•	Provision of specialist cleaning as identified in this Specification.•	Provision of a customer services helpdesk during working hours and an emergency out of hours contact number. •	The management and monitoring of Planned, Periodic and Reactive cleaning requests. •	Supporting the Council in maintaining disaster recovery and business continuity through the provision of an emergency cleaning 24-hour call-out service.•	The delivery of social value outcomes to support key Council policy drivers

Public Toilet Cleaning

The public toilets are facilities seen by the Council as providing an essential public service to residents of the county and its visitors. The Services entails cleaning of 25 public conveniences, the waiting room at the Park & Ride (including window cleaning, located within High Wycombe, Aylesbury, Amersham and the surrounding areas) and the cleaning of 3 sets of stairs and lift at Amersham Multi-Storey Car Park. The contract will be for an initial term of 3 years, commencing on 1st of April 2026 and ending on 31st March 2029. The contract may be extended by one further 2-year period, and then another further 1-year period, making a potential total contract length of 6 years. The total contract spend for the full 6 years is estimated at £2,275,636. This is only an estimate, and the actual spend maybe higher or lower than this figure. The Council is of the opinion that TUPE will apply. The TUPE actuary report is currently not available but will be sent as soon as it is available to the bidders that have returned the confidentiality agreement.
