Description

The Council wishes to establish a Contract for the provision mediation services for social housing tenants and housing options.There is a requirement for:•  Mediation Services for Social Housing Tenants as part of its overall approach in resolving non-crime related Anti-Social Behaviour complaints, neighbour disputes, and breaches of the Conditions of Tenancy. •  Mediation Services for Housing Options customers as part of its overall approach in preventing homelessness, by resolving family disputes and preventing family and friend exclusion from accommodation and working with landlords to resolve non-crime related Anti-social Behaviour complaints and breached of Conditions of Tenancy.The Contract will last for 2 years commencing on 1st April 2025, with an option to extend for a further period of 2 years, subject to satisfactory performance and budgetary availability.The contract will be awarded to a single provider.

CWC24095 - Outreach Short Breaks Service for children and young people with SEND aged 2-18 years

The Outreach Short Breaks Service is a specialist provision providing home-based and community-based support to children and young people assessed as eligible by the SEND FHS. This service specification has two separate Lots. Lot One: At home and/or community support Provide care to a child or young person with medium or high needs at home, or to support with accessing community facilities. Lot Two: Group based community activities Provide group-based community activities for children and young people with medium or complex needs. The procurement is for services which are considered Light Touch Regime (LTR) services under the Public Frameworks Regulations 2015, as specified in Schedule 3 of the Regulations (“Regulations”). Accordingly, the Council is only bound by those parts of the Regulations detailed in Chapter 3 ‘Particular Procurement Regimes Section 7, Social and Other Specific Services’ 74 to 76 of the Public Frameworks Regulations 2015. The Council is not voluntarily following any other part of the Regulations. The procedure which the Council is following is set out within this ITT. The agreement is based upon the basic principles of a framework agreement, and although there are some similar aspects, it does not fully operate in the same way as outlined in regulation 33 of the Public Contracts Regulations (2015). The Local Authority will create a “pseudo framework agreement” (based on CCS guidance) and have set out clearly how we intend to operate the framework agreement from the outset through the OJEU notice, Tender Document and Call-off Schedule, which also details the timeline for when it will be reopened. This meets the duty of transparency and equal treatment, which are the main guidelines to follow when setting up an LTR framework

Homecare Framework

The London Borough of Barking and Dagenham is commissioning a Framework of Homecare providers for adults aged 18 and over residing in Barking and Dagenham. We use a strengths-based approach in our social care work and seek to build on the assets and relationships people have in their communities. We are committed to support and enhance our residents' abilities and resilience to live in their own homes, for as long as possible, as independently as possible. Under the Care Act 2014, the local authority must provide or arrange for the provision of services that promote wellbeing, contribute towards preventing, delaying or reducing the needs for care and support in individuals and meet the needs for care and support of adults who meet the eligibility criteria set out in the Care Act 2014. The Framework will assign a total of 9 providers in three geographical lots to cover the borough to deliver these services, in a manner that is tailored to individual needs and enable our residents to continue to improve the skills they need to maintain their independence in their own homes.
