The Faculty of Medicine, Health and Life Sciences' Biological Services Core Technology Unit (BSU), at Queen's University Belfast (Queen's) wish to procure the services of a Named Veterinary Surgeon (NVS) for the BSU. Scientific Procedure Establishments, breeding and supplying establishments1 are required to name a veterinary surgeon(s), nominated by the Establishment Licence Holder, in their Licence Schedule, who accepts responsibility under the Animals (Scientific Procedures) Act 1986 (ASPA) and its subsequent amendments to provide advice on the health, welfare and treatment of animals within these establishments. The NVS will fulfil the duties of the NVS in accordance with ASPA, and its subsequent amendments. ASPA is a UK-wide Act and is administered by the Home Office in Great Britain and the Department of Health (DOH) in Northern Ireland. The NVS's role is to advise on the Health and Welfare of the animals in the Establishment, the performance of techniques, and to diagnose and treat diseases. They are responsible for directing the use of controlled and prescription-only medicines in the animals and should be familiar with the project licences in use at Queen's. The NVS must also be involved in the drafting of new project licence applications or amendments, and the discussions of Animal Welfare and Use Committees, such as the Animal Welfare and Ethical Review Body (AWERB). Equine Infectious Diseases Surveillance Service

Tender documents can be obtained from, and must be submitted to [email protected] The primary purpose of the Service is to provide, on a continuous basis, the thorough monitoring and investigation of equine infectious diseases in the Great Britain, monitoring globally, and the provision of expert advice on the prevention and control of such diseases. The performance of the Service will include delivery of the following activities; i. The surveillance of equine infectious diseases both within Great Britain and internationally; ii. Liaison with the provider of the equine diagnostic microbiology (EDM) services; iii. To ensure, as far as is practicable, the provision by the EDM service provider of data and infectious agents / reagents for various research and other projects as requested by HBLB; iv. The provision of advice to the Equine Industry (Thoroughbred and non-Thoroughbred) on the prevention, management and control of equine infectious diseases, including development and maintenance of close links with the non-Thoroughbred sector and their veterinary advisors; v. Participation in relevant GB and worldwide activities that aim to protect the Equine Industry from infectious diseases, including liaison with the Department for the Environment, Food and Rural Affairs (DEFRA) and associated UK Government agencies; vi. Dissemination of relevant and user-friendly information to the Equine Industry on equine infectious diseases; vii. Publication of the scientific results of the activity of the EIDS Team in relevant scientific literature; viii. Maintenance, with the support and assistance of the Equine Industry as appropriate, of a written Risk Management Plan for dealing with major outbreaks and epidemics of equine infectious disease. The contract will be for a period of three years with an option to extend for up to a further two years subject to satisfactory performance and at the sole discretion of the HBLB.
