Description

The Council has a wide range of waste materials to manage across Warwickshire, as a result of increasing waste segregation, these materials vary in terms of tonnage and value. This segregation has resulted in the creation of several niche or low-volume materials, including automotive batteries, oil, chemicals, paint, gas cylinders, fire extinguishers, printer cartridges, plasterboard, various plastics, glass, non-ferrous metals, textiles, and waste upholstered domestic seating. The Council needs to have contracts in place for these waste materials brought to the HWRCs/Waste Transfer Stations by the public, commercial traders, the waste collection authorities, or suppliers acting on their behalf and charities.

The Council is proposing to manage these types of waste materials through this DPS. Managing these waste materials is key to supporting the safe and compliant handling of waste in Warwickshire.

This tender is divided into three lots as follows:

Lot 1 - Hazardous Waste and/or Waste that could contain items with a high level of persistent organic pollutants 'POPs'.
Various hazardous waste streams including but not limited to automotive batteries, oil, chemicals, paint, gas cylinders, fire extinguishers, printer cartridges, plasterboard as well as waste streams that could contain items with high levels of persistent organic pollutants 'POPs' such as waste upholstered domestic seating.

Lot 2 - Reusable and Recyclable Waste.
Various reusable and recyclable waste streams including but not limited to soft plastic, glass, nonferrous metal, and textiles etc.

Lot 3 - Bulky Waste items to be diverted from landfill.
Various reusable and recyclable waste streams including but not limited to mattresses, carpet, hard/rigid plastics.

The estimated value is expected to be circa £3,000,000 over the life of the DPS however, should unexpected circumstances / demand arise, this value could increase to circa £5,000,000.
These figures are estimates provided in good faith and without commitment.

Operation of Barrowell Green Reuse and Recycling Centre for The London Borough of Enfield

The London Borough of Enfield is inviting potential Suppliers to submit tender responses to provide recycling and reuse services for Enfield residents at the Barrowell Green Recycling Centre. This is with a view of expanding from the current service from household waste to potentially including the ability for trade and commercial vehicles to use the site. The Council will award to either Lot 1 or Lot 2, not both. Lot 1 Operate the Barrowell Green site as a recycling and reuse centre (RRC) for household waste only with permits in place for vans and other vehicles as is the current model of service delivery. Lot 2 Operate the Barrowell Green site as a recycling and reuse centre (RRC) for both Commercial and Household Waste. To note: Lot 2 has an estimated value of £0 as this approach will be working towards a cost neutral position for the Authority. The duration of the Contract will be a fixed term of 5 years, with the option of a 2 year extension period. Please note: The Authority will be holding site visit days at the Barrowell Green Recycling Centre on the 16th and 17th April 2025. Full details on how to register for the site visits and receive further details are contained within the Tender documentation.
