Nutrient Mitigation Scheme

Norse Commercial Services are undertaking a tender on behalf of Alliance Norse Ltd (a Joint Venture company) to deliver a nutrient mitigation project in the River Wye catchment area (Peak District Dales) following recent advise from Natural England and the Department for Levelling up, for housing and communities that are identified in relation to excess phosphates and nitrates in the River Wye.2.3.The tender is for the following works: Survey and assess domestic wastewater treatment systems (septic tanks or waste or package treatment plants) throughout Buxton and adjacent areas within the River Wye catchment area to identify suitable upgrade candidates Design and install high performance package treatment plants (PTP’s) or enhanced septic systems that achieve the required effluent standards (for example a 2mg/L phosphorus limit) and comply with relevant standards (BS 6927, Building Regulations Part H etc) Ensure new systems meet Building Regulations Operational Requirement G2 (enhanced water efficiency) and any applicable local water efficiency standards. Prepare and submit any necessary planning applications or obtain relevant permits, including securing Unilateral Undertakings or planning the obligations from property owners to commit to nutrient savings upgrades for at least 25 years (or as required by the Local Planning Authority) Monitor and record the nutrient reduction (savings) achieved by each upgraded property, following the technical framework. Provide regular reports to Alliance Norse on performance (including sample results, maintenance visits and enforcement actions if needed). Dispose of waste from installations (old tanks, excavated material in compliance with environmental duty of care using licensed carriers and facilities. Co-ordinate with Alliance Norse, the Council and other stakeholders (such as Natural England, water companies and local planners as required. The Successful Bidder is expected to deliver nutrient saving consistent with the Councils mitigation strategy (for example achieving around 5kg of phosphorus reduction per upgrades system). Detailed performance targets and calculation methods are provided in Appendix E.
