Description

London Borough of Haringey (The Council) is establishing a Dynamic Purchasing System (DPS) to procure and commission Home Support Services for vulnerable Adults and Children (0-18 years). The Council invites potential suppliers of Home Support Services to submit a request to participate in the DPS. 
The DPS shall be divided into Service Categories:
Adults Home Support:
- Home Support 
- Reablement
- Out Of Borough 
- Bundled Hours 

Children's Home Support (0-18 years):
- Home Support
- Reablement
- Out of Borough 
- Family Support
- Specialist Family Therapeutic Support Services 

When applying for membership of the DPS, potential suppliers will be invited to select which service subcategories within each of the Service Categories they wish to apply for. The selection of the specific subcategory will determine which tenders the potential supplier will see. There is no limit on the number of categories and subcategories potential suppliers may choose - this is entirely at the discretion of the potential supplier; however, they must be prepared to deliver services in those service subcategories. 
When the Council requires specific services, it will run a mini competition on the sourcing portal. The Council shall select which service category, and sub-category applies to the mini competition, and the potential suppliers that are registered to the relevant sub-category shall be invited to submit a bid. At the end of the mini competition, the Council will normally award a contract for provision of the Services. The award will be to the supplier that best meets the Council's requirements based on an evaluation of the Bids submitted. 

The contracts to be awarded under this DPS will be subject to the "light touch regime" under sections 74 to76 
of the Public Contracts Regulations 2015 (the "2015 Regulations). Accordingly the full scope of the 2015 Regulations do not apply.

Additional information: The Council wishes to establish a DPS for use by other public sector
bodies. Service provision will be across a range of public sectors including (but not limited to) ,
- other public sector organisations in London
-  Pan London 
- Local Authorities.
The following contracting authorities shall also be permitted to award contracts under the DPS for the provision of services in its own geographical area upon entering an access agreement with The Council: London Borough of Barking & Dagenham, London Borough of Barnet, London Borough of Bexley, London Borough of Brent, London Borough of Bromley, London Borough of Camden, London Borough of Croydon, London Borough of Ealing, London Borough of Enfield, Royal Borough of Greenwich, London Borough of Hackney, London Borough of Hammersmith and Fulham, London Borough of Harrow, London Borough of Havering, London Borough of Hillingdon, London Borough of Hounslow, London Borough of Islington, Royal Borough of Kensington and Chelsea, Royal Borough of Kingston upon Thames, London Borough of Lambeth, City of London, London Borough of Lewisham, London Borough of Merton, London Borough of Newham, London Borough of Redbridge, London Borough of Richmond upon Thames, London Borough of Southwark, London Borough of Sutton, London Borough of Tower Hamlets, London Borough of Waltham Forest, London Borough of Wandsworth, London Borough of Westminster; and
Any local authority in the Home Counties as defined by YouGov.

Milton Keynes City Council are currently out to tender for the provision of Carers Support Service – Mental Health Specialist Provider. The Carers Support Service will be delivered as a tiered model of support. The tiered approach encompasses levels of support and specialism. Learning Disabilities Community Support

The service will support Camden residents with learning disabilities to live independent lives. The service will be based on activity. The London Borough of Camden ('the Authority') who are seeking to award two contracts, North and South for the provision of Learning Disabilities Community Support. The proposed Learning Disability Community Support service model aims to promote the inclusion and independence of people with Learning Disabilities in Camden and prevent, reduce and delay the demand for more restrictive social care services. It will take a strengths-base and a locality-based approach The contract will be for an initial period of four years and six months commencing on 1st October 2025 with the option of one extension of three years. The Price Quality Ratio is 40:60 Tendering organisations may apply for both Lots however they will only be awarded one lot and are asked to express their preference when applying for both Lots. The maximum hourly rate for both Lots is £27.50. Tenderers that submit an hourly rate in excess of this may be disqualified. This procurement comes under Section 9 of the Procurement Act 2023 (the act) and "Light Touch Services" as defined in Schedule 1 to the Procurement Regulations 2024 (the Regulations) which defines which services are Light Touch. The procurement will be untaken using an open procedure as described in the Procurement Act 2023 and further detailed in Section 2 Tender Guidance. The procurement will include one single stage including a requirement to complete a response to the Selection Criteria and the Award Criteria.
