The Mayor of York and North Yorkshire has commissioned this study to enable the Combined Authority to understand the state of farming finance and the scope and scale of challenges faced by the sector in York and North Yorkshire. This will enable the Mayor to assess the support that can be offered to the farming sector both as part of our growth priorities and as a Mayoral priority.

EAS-Education Reform Monitoring & Evaluation Strategy

The Scottish Government has a requirement to place a contract with an external service provider for the provision of EAS-Education Reform Monitoring & Evaluation Strategy. The Scottish Government, on behalf of Scottish Ministers, wishes to commission work to inform the development of a monitoring and evaluation strategy for the Education Reform Programme. The Scottish Government is undertaking an ambitious programme of education reform which has been informed by the findings from the review of the Curriculum for Excellence (CfE) conducted in 2021 by the Organisation for Economic Co-operation and Development (OECD), titled “Scotland’s Curriculum for Excellence: Into the Future”. While it highlighted the continued relevance and ambition of CFE as the right approach for Scotland, it also pointed to the need for Scotland to adopt a planned and systematic approach to curriculum review and implementation, and enhance the coherence of the policy environment that surrounds CfE. The aims of this project are to: 1. evaluate the practical considerations for implementing a meaningful evaluation, including data quality and availability, stakeholder engagement, and systemic readiness 2. define the critical questions that will guide the monitoring and evaluation of the reforms, ensuring alignment with existing and new data sources and evidence 3. propose a structured approach to systematically monitor progress and assess the impact of the reforms over time

Retrofit West Evaluation

The West of England Mayoral Combined Authority is looking to commission an evaluation of the Retrofit West Scheme that looks at the impact and value for money of the Retrofit services on the supply and demand for domestic retrofit in the West of England region, as well as drawing lessons learnt from the implementation and delivery of Retrofit West (process evaluation) that could be fed into future decision making about funding in this area. The evaluation should take a contribution analysis approach to the impact evaluation, considering what else is contributing to the achievement of outcomes, as well as considering the contextual factors that may be preventing the full achievement of project outcomes. The evaluation should also review the current literature on homeowner retrofit best practice for local authorities (and combined authorities in particular). It should compare the impact, delivery and value for money of Retrofit West against other 'retrofit accelerator' type projects elsewhere in the country, including Great Manchester Combined Authority's 'Your Home Better'. The MCA would like to understand how Retrofit West compares to industry recommendations and best practice elsewhere, and what we could learn from other projects to strengthen our offer and impact in the West of England region.
