New Forest District Council wishes to appoint a suitably qualified consultant, or consultant team with appropriate experience and expertise, to undertake a Port and Marine Business Needs Assessment.

The Solent Freeport was officially designated in December 2022 and includes four tax sites in New Forest District. The Solent Freeport Full Business Case set out that the initiative will unlock significant investment, create thousands of new jobs and enhance the region's credentials as a global gateway into the UK. The incentives to support investment on tax sites are now in place, including business rates relief and other incentives to support capital investment. At the same time, business rates growth which results from that investment will be pooled and reinvested across the wider region.

The work being commissioned will form an integral part of the evidence base to be used to inform the policies and proposals as part of the Authority's Local Plan Review and to identify the resources the Council will need to engage with any port-related Development Consent Order applications for Nationally Significant Infrastructure Projects. This evidence base document will also be used by New Forest District Council's Place Development Directorate to inform future priorities for service provision tailored to the opportunities provided by the Freeport.

SMART Digital & Productivity Accelerator

The Client is seeking to engage with quality providers to deliver a service that will provide industry specific diagnostics and specialised support to organisations in Wales. To enable and support Welsh organisations to improve productivity and accelerate NPD through embracing digital technologies, employing an Industry 5.0 approach to create a more resilient and sustainable business base. The service will cover two types of specialist support: -Advice on Digital methods for improving Productivity -Advice on Digital methods for accelerating New Product Development The main objectives of the service are: To support Welsh organisations as directed by the Welsh Government, who wish to improve their understanding and use of digital technologies and productivity tools, by introducing relevant actions, technology and expertise. The service will also introduce organisations to the Well-being of Future Generations explaining the relevance of the Sustainable Development principle and the Five Ways of Working. The successful bidder will be awarded an initial 12-month contract with the option to extend annually for a further 2 years on a plus 12-months plus 12 months basis. A maximum budget of up to GBP 277,500 per annum (excluding VAT) has been allocated to deliver the contract. Please be aware this is a demand led service, therefore there is no guaranteed level of expenditure. The maximum value is based on historical need for the contract and the maximum funding we have available.

UKRI-3977 Monitoring Services Provider Dynamic Purchasing System (DPS)

UKRI procures multiple low-value contracts for monitoring services. These services require technically proficient suppliers to independently review innovative projects funded by Innovate UK, ensuring they meet the terms of their investment. Through this procurement, UKRI are establishing a Dynamic Purchasing System (DPS) to procure these services. The estimated launch date of the DPS will be 1st March 2025 The DPS will function as a fully electronic tendering system, allowing suppliers to apply for admission to a "pool" of suppliers within a specified lot of which there are a total of 45 lots. Being admitted to this pool does not guarantee any work, but UKRI intends to invite tenders from suppliers within the pool for future Monitoring Services opportunities. Suppliers can apply to join the DPS at any point during its lifecycle. However, UKRI strongly encourages as many organisations as possible to apply during the Initial Joining Stage to maximise the benefits for both UKRI and the suppliers from the outset of the DPS. On average UK Research and Innovation (UKRI) have a need to award approximately 2500 contracts annually cross all Lots. The average value of a contract placed under this agreement is between £3000 to £6000 GBP excluding VAT. The Maximum value of the DPS for the full term is $40,000,000. This is a new Dynamic Purchasing System (DPS) that will replace the current one, which is set to expire on 28th February 2025. When submitting an application for the new lots, please note they can be differentiated by the reference number UKRI-3977. This Dynamic Purchasing System (DPS) agreement shall be in place for a period of 4 years commencing on 2nd December 2024 and concluding no later than 24th February 2029.
