Description

The London Borough of Barking and Dagenham procured a new 0-19 Healthy Child Programme, an integrated service that combines the health visiting, school nursing services with the National Child Measurement Programme.
The service will provide:
1- A programme of health and development reviews for all aged 0-19 and their families.
2- A place-based service that provides health promotion and prevention with information, advice and support for children, young people and families or carers.
3- A targeted assessment and intervention programme for those needing additional support.
4- Reduced inequalities through universal provision and personalised response.
5- Support and access to specialist support across the health or social care system.
The Contract commenced on 1st January 2025 and shall continue for 3 years, until 31st December 2028. The Council will be entitled at its absolute discretion to extend the Contract Period on the same terms for a further period or periods of up to 2 years on a 1+1-year basis making a total possible Contract Period of 5 years at the sole discretion of the Council.
The procurement procedure followed by the Council was in accordance with The Health Care Services (Provider Selection Regime) Regulations 2023, No. 1348 - PART 2 - Regulation 11, The Competitive Process. Regulations 6(7) and 11 set out the process that the authority followed when awarding a contract under the competitive process.

PROVISION OF A COMPLEX SUPPORTED LIVING SERVICE (‘CLOSER TO HOME’ SCHEME) AT CLOS PENGLYN, PENCOED

Bridgend County Borough Council and Cwm Taf Morgannwg University Health Board have undertaken collaborative work to ensure high-quality provision of specialist supported living services to people with a learning disability and complex challenging behaviour. While BCBC is the lead commissioner, the Individuals supported at this service are in receipt of jointly funded care, including contributions from Cwm Taf Morgannwg Health Board. Currently, 3 of the 5 residents at Clos Penglyn are eligible for Continuing Health Care funding, with one further application pending agreement. An aim of the service is to ensure people can be supported within their own local communities, and to be helped to be as independent as possible. There is an expectation within the contract that the Provider will work with partners to use innovative approaches, including use of Assistive Technology, to manage the volume of social care hours within available budgets, Providers will need to demonstrate experience and knowledge of Positive Behaviour Management, and of providing care and support to Individuals with complex health and social care needs as a result of their learning disability.

The service is jointly funded by Health due to the complexities of care and support needs for people with a learning disability, which may include neurodiverse conditions amongst other support needs. Commissioners are looking to select a specialist supported living provider to provide support for the individuals living there. The new contract is planned to start from 1st April 2026. The Tender will be evaluated with the intention to award a contract to the Most Advantageous Tender with the criteria being 80% quality 20% price.
