Property Repairs and Maintenance

In Spring 2024, Moat Homes Ltd published a Prior Information Notice which invited interested suppliers to a preliminary market engagement event aimed at gaining insights around the current state of the repairs and maintenance market, as well as gathering information to inform the future delivery of the service. We are now seeking a Service Provider to deliver responsive repairs, works, including reactive day-to-day repairs to all of Moat's owned, leased and managed residential buildings and associated estate areas, including to the fabric and structure of blocks, communal areas and associated services. The Service Provider will also be required to undertake all necessary works to Moat's empty homes to ensure these are available to re-let to customers, and to provide an out of hours services (including triage communication services and arranging temporary moves). Further details of the required works and services are set out in the Descriptive Document and the associated tender documents published with this Tender Notice. In addition to the initial works and services noted above, subject to satisfactory performance against Key Performance Indicators, Moat may (at its sole discretion) require the appointed Service Provider to deliver additional works and services, including, but not limited to, planned works, cyclical redecoration, building safety repairs and maintenance, and other works/services such as gates and barriers, cesspit emptying and access control problems. Further details of these potential works and services are included in the Descriptive Document. The aim of this procurement process is to appoint a single provider to deliver the services detailed in the procurement documents. The form of contract will be the TAC-1 Term Alliancing Contract (with bespoke amendments) (the "Contract"). This is an order-based contract which is designed to promote effective partnership and joint working in line with Moat's wider objectives. The Contract will be for an initial term of ten (10) years with the option to extend the term for additional periods of up to five (5) years at Moat's sole discretion, giving a maximum possible term of fifteen (15) years. Additionally, the successful Service Provider will be required to enter into a Strategic Alliance Agreement based upon the FAC-1 form of contract. This contract is designed to enable key service providers / contractors which Moat works with to share relevant information and knowledge and undertake specified alliancing activities for the overall benefit of their respective workstreams and Moat's obligations as a registered provider. Housing Solutions - Supply and installation of Kitchens and Bathrooms

Scope and delivery of the work The work consists of replacement kitchens and bathrooms. We need a contractor to supply and fit these consistent with the specification attached and in the case of kitchen replacements, liaise with both Housing Solutions and the kitchen supplier to carry out joint design surveys. We currently install Howdens kitchens (Greenwich Range) and will most likely continue to fit these. We do not have a direct relationship with Howdens and expect you to negotiate your own prices with them and allow for the supply in your basket rate. We assume you will engage a Resident Liaison Officer (RLO) and will liaise directly with the residents regarding, surveys, installation dates, general updates, correspondents, access arrangements and any issues that arise before, during and after the works. Programme scale and duration We intend appointing for an initial contract period of 3 years with the option to extend for a further two years on a 1 + 1 basis. We operate a two year budget but estimate our 2026-27 – 2028-29 budget will be up to £4m for kitchens and bathrooms and we expect to maintain similar budgets in future years. Therefore we estimate the max term spend to be up to £6.5m. Geographical distribution Housing Solutions was originally formed from transferred Local Authority homes in Maidenhead. These still form the majority of our homes, although there are post-1995 developments in Reading, High Wycombe, Slough, Bracknell, Farnborough, Wokingham, and other locations in Berkshire and Buckinghamshire. Our 2026-27 programme could consist of approximately 300-500 homes across our estate. Around 70% of our stock are within the Maidenhead area, however there are some homes in other areas like Reading, Farnborough, Wokingham, Slough, Windsor, Bracknell. Programming We will leave programming of the work to you. We may have a small number of high-priority cases needing to be done earlier, but in general we would give you our address list for each financial year (April to March) and you can determine your own programme to deliver it. We expect that once work on an individual property have commenced, they are completed within 10 working days for kitchens and 8 working days for bathrooms where practicable and these targets will form part of the KPI suite. The priority is to give the tenant clear timescales, which are met. We would expect essential services (kitchen sink, heating, electricity gas and water) to be restored at the end of each working day. CDM We will appoint the Quoin Consultancy as Principal Designer, you will be appointed Principal Contractor. We assume you will prepare the key documents and Quoin will check them against the regulations. Pricing model Works will be priced on basket rates per the attached specification with variation on M3NHF SOR Version 7.0. There may be an option to put forward an additional / alternative bid that features another brand (not Howdens). Ordering and payment • Works will be issued on an individual order and variations must be approved in line with the variations process before they are actioned. Final invoiced amounts must be raised within 2 months of completion, to avoid a backlog of invoices. • Invoices will not be processed until all certification has been received (Uploaded into a portal or drop box) including, but not limited to electrical certification (installation & minor works), gas safety certificate, kitchen designs, customers selection surveys and customer satisfaction surveys. • You will also be expected to update our works portal (Connect) so the progress of all works can be monitored throughout the duration of the contract. Form of contract The form of contract will be the JCT Minor Works (MW2024) KPIs • Installations completed within agreed periods • 100% Customer satisfaction feedback. • 100% Quality inspection pass rate • Adherence to programme prepared by contractor • Client portal updates.

Sterile Services and Endoscopy Decontamination Facility Solutions Framework

Some NHS organisations have out of date Sterile Services and/or Endoscopy Decontamination Departments. In order to maintain compliant services, NHS organisations either need to outsource these services or invest in the development of new facilities. This Framework will offer a solution for NHS organisations (Participating Authorities) wishing to invest in the development of new facilities. The Framework will allow NHS organisations to procure a Supplier who can design, build and equip a Sterile Services or Endoscopy Decontamination facility and subsequently maintain the facility and its equipment under a managed service contract. The new facility could be new build, modular or fit out, and could be located on site, or off site depending on client requirements. The Supplier may provide finance to the NHS organisation for the design, build and equip of the facility. Outsourcing of Sterile Services and Endoscopy Decontamination Services are not within the scope of the proposed Framework. The Framework will be offered in four Lots Lot 1 - Design, Build, Equip and Maintain a Sterile Services Facility. Lot 2 - Design, Build, Equip and Maintain a Sterile Services with Design, Build, Equipment and ongoing provision of appropriate facilities management financed by the Supplier. Lot 3 - Design, Build, Equip and Maintain an Endoscopy Decontamination Facility. Lot 4 - Design, Build, Equip and Maintain an Endoscopy Decontamination Facility with Design, Build, Equipment and ongoing provision of appropriate facilities management financed by the Supplier.
