Description

Welwyn Hatfield Borough Council requires a qualified and experienced contractor to undertake serving and maintenance on its commercial boilers and associated assets. The contract will commence on 1st April 2025 for an initial period of 3 years with an optional 1 year extension.

5288 - Fochriw Primary School - Boiler Replacement

You are invited to submit a tender for the provision of new boiler plant in both the Junior and Infants buildings at Fochriw Primary School. - The scope of the project is fully described in the ITT and supporting documentation but in summary the scope is: - The contractor shall cost all necessary resources including weekend and overtime working to allow the project to be completed within the specified contract period. - Carefully survey all services in the existing boiler rooms and remove all redundant mechanical and electrical services including any brackets and containment and all existing plant bases. All new and existing services within the boiler room are to insulated as specified. - The contractor shall employ the boiler manufacturer’s commissioning engineers to commission the new boilers and certificate them. - Employ specialist commissioning engineers to hydraulically balance all system and sub circuits, and demonstrate the correct operation of all systems to the satisfaction of the contract administrator. - The timescale for the work is 6 weeks from commencement of the contract. Contractors shall note that the maximum time the school can be closed is 6 weeks and if they cannot complete the work detailed in that time then they should not submit a tender proposal. - Contractors shall submit a detailed programme of works when submitting their costs for the project. The Contractors shall detail all key timings showing as a minimum, site setup, plant delivery, re-instatement works and commissioning and how this will be achieved in the 6-week period given.

Livin Housing Ltd is a community-focused Registered Provider of social housing operating across County Durham and the wider North East. With a portfolio of approximately 8,500 homes, Livin’s purpose is to improve lives through sustainable homes and places. This is reflected not only in its investment in property but in the strong emphasis placed on customer service, innovation, and social value throughout its operations. Livin is seeking to appoint a single, long-term delivery partner to provide a fully integrated suite of Housing Repairs, Maintenance, and Compliance Services. The aim is to establish a strategic partnership that goes beyond transactional delivery — one that supports Livin’s long-term objectives around quality, efficiency, environmental sustainability, and customer experience. The scope of services includes: Responsive and emergency repairs Void property reinstatement Aids and adaptations Statutory compliance servicing and remedials Planned maintenance and component renewals Retrofit and energy-efficiency measures (including PAS 2035-aligned works) Cyclical and preventative maintenance Associated general building and property-related works The contract is being tendered as a single lot and will be awarded under a modified TAC-1 (Term Alliance Contract) form. This reflects Livin’s commitment to collaborative working and its desire to build a long-term, outcomes-focused relationship with its appointed contractor. The estimated annual value of the contract is £20 million, with a proposed term of 10 years, plus options to extend by a further five years (3+2), subject to performance and agreement.
