Description

The overarching aims of the NOUS services across Sussex are: 
•	To ensure Patients receive the right test at the right time and in the most clinically appropriate local setting. 
•	To ensure diagnostic testing is integrated across pathways of care, that the report and images follows the Patient and that there is no unnecessary duplication of investigation. 
•	To enable Patients and referring clinicians to access a choice of provision according to patient choice, clinical need and relevant care pathway; and 
•	To ensure diagnostic tests are appropriate, necessary, clinically correct, of high quality, with timely access and reporting. 
The existing community providers support the Sussex system, which removes demand from acute trusts that would otherwise complete this work

National Framework Agreement for Teleradiology, Telepathology and Telemedicine Services

While the demand on radiology services is increasing with the quantity of scans and required reports going up, the number of radiologists is decreasing resulting in backlogs and pressure on existing staff. Teleradiology offers trusts an alternative to manage routine, urgent or specialist workload, and supports with the reduction of backlogs in care. Teleradiology is the transmission of patients’ radiological images between different locations for the production of a primary report, expert second opinion or clinical review. Telepathology is the electronic transmission of pathological images, usually derived from microscopes, from one location to another, for the purpose of interpretation and diagnosis. The different locations can be within the same organisation or in different organisations, within the same country or across international boundaries. Other areas of telemedicine are also now being explored, including but not limited to telemicrobiology and teledermatology. The scope of this agreement will include these and other specialties of telemedicine. Suppliers awarded to Lot 1 – Teleradiology and Telemedicine Services will be able to expand their offering into new telemedicine services during the term of the agreement, to help support the NHS with elective recovery. Proposed Framework: The Countess of Chester Hospital NHS Foundation Trust, through its Commercial Procurement Services, wishes to award a national framework agreement with two Lots: Lot 1 – Teleradiology and Telemedicine Services Lot 2 – Telepathology Services Tenders may be submitted for one or more Lots.

Teleradiology and Specialised Reporting Services

The main purpose of this framework is for the provision of Teleradiology and Specialised Reporting Services. Services offered under this Framework will meet the highest industry standards, supporting Contracting Authorities with the current and future day-to-day activities in respect of the requirements for the provision of Teleradiology and Specialised Reporting Services. The key benefit and driver for this framework, is the services will offer a cost effective, value for money solution, utilising suitably qualified and skilled personnel to deliver radiology reporting, image interpretation, and support services to Contracting Authorities to facilitate their requirements; to increase their capacity and/or hit both short-term and long-term service targets. This framework will be comprised of 3 Lots: Lot 1 - Teleradiology Reporting Services (Outsourced and AI Assisted) Lot 2 - Targeted Lung Checks Lot 3 - Managed Service The framework is for the benefit of existing and emerging organisations during the life of the Contract and is intended to support Relevant Authorities when procuring such services. Relevant authorities as follows: • NHS England • Integrated care boards (ICBs) • NHS trusts and NHS foundation trusts • Local authorities and combined authorities. This framework is not accessible by Authorities in Wales, Scotland and Northern Ireland.
