THIS IS AN INTENTION TO AWARD NOTICE ONLY
Westmorland & Furness Council is advising of its intention to award a contract to a provider under the Competitive Process of the Provider Selection Regime.
The 0-19 Healthy Child Programme (HCP) is the early intervention and prevention public
health programme that lies at the heart of universal service for children, young people, and
families at a crucial stage of life, including pre-conception. The 0-19 HCP’s universal reach
provides an invaluable opportunity to identify families that need additional support and
children who are at risk of poor outcomes.
The 0-19 HCP sets out the good practice framework for prevention and early intervention
services for children, young people and their families and recommends how health,
education and other partners working together across a range of settings can significantly
enhance a child’s or young person’s life chances.
The Service will provide clinical leadership, co-ordination, and delivery of the 0-19 HCP
across the Westmorland and Furness Council footprint.
The Service sets out the good practice framework for prevention and early intervention
services for children, young people and their families and recommends how health,
education and other partners working together across a range of settings can significantly
enhance a child’s or young person’s life chances.
The current guidance for local government, the NHS, integrated care boards and other
partners inform local implementation of the healthy child programme framework. These include evidence led approaches to:
• preconception care
• promoting child development
• improving child health outcomes
• ensuring that families at risk are identified at the earliest opportunity
Safeguarding responsibilities apply through all elements from identification of risk and need
to early help and targeted work, and formal child protection.
The COVID-19 pandemic raises specific considerations for childhood vulnerability and the
impact on their education, time with family and to their emotional health and wellbeing. The
Provider will act in accordance with the No child left behind - a public health informed
approach to improving outcomes for vulnerable children.
The service will utilise the DHSC Campaign Resource Centre in working with babies,
children, young people and families. Campaign Resource Centre (dhsc.gov.uk)
Decision to Award is undertaken by Director of Thriving Communities in agreement with Council Cabinet.
Reasons for selecting the chosen provider
Harrogate and District NHS Foundation Trust achieved the highest score against the key award criteria as set out in the tender documentation.
The Trust provided evidence of good quality HCP services and evidence to demonstrate that they would be able to meet the transformational ambitions of the Healthy Child Programme Specification in Westmorland & Furness.

CS6025 - Children and Young People's Supported Housing Pathway

The London Borough of Tower Hamlets is seeking to recommission the children's and young people's supported housing pathway services. The Tower Hamlets Young People's Supported Housing Pathway (YPSHP) currently serves the borough's Children's Social Care with accommodation-based support services in single and shared units across the borough. The council has full nomination rights to all properties and works collaboratively with the service providers to ensure that our young people are placed in suitable accommodation, with sufficient hours of care and support to meet their needs. The service provides a safe alternative to accommodating young people aged 16-25, who are in and on the edge of care, including looked-after children, care leavers, homeless young people, unaccompanied asylum-seeking children and teenage parents. The Pathway is one of the ways in which the Council meets its statutory responsibilities under the Children Act 1989, the Children Act 2008, The Housing Act 1996 and The Homelessness Reduction Act 2017. The London Borough of Tower Hamlets Council has a duty to provide supported housing for vulnerable children and young people (CYP) and to ensure that the services it commissions are of the highest quality and standard. As a Council, we are investing in our CYP and their potential; the Young People's Supported Housing Pathway is one of the ways in which the Council meets such duties. The Pathway is designed to provide accommodation and support services to CYP aged 16 to 25, who are in and on the edge of care, such as (but not limited to): Children in Care (CIC), care leavers (CLs), unaccompanied asylum-seeking children (UASC), CYP who are former UASC, homeless CYP, CYP at risk of homelessness and young parents (with their babies). The services will be split into the following lots: • Lot 1 - High to medium support accommodation for CYP aged 16-25 • Lot 2 - Medium support accommodation for YP aged 18-25 • Lot 3 - Low support accommodation for YP aged 18-25 + floating support
