Description

Renfrewshire Council currently has existing provision for Care at Home Services under the direction of Renfrewshire Health and Social Care Partnership (RHSCP) which will expire in May/June 2025.
Renfrewshire Council is seeking to establish a multi-providers Flexible Framework Agreement (Flexible Framework) for the provision of Care at Home and Housing Support Services. The Flexible Framework will be used by RHSCP and where necessary the Council to purchase services which will support predominantly older people to live independently in their own homes for as long as possible with the care and support they need being tailored to them and provided in a flexible manner.
The Flexible Framework will include both Options 2 and 3 of Self-Directed Support. It is anticipated that as far as possible, and where appropriate, all relevant existing care and support arrangements will transfer over to the Flexible Framework.
It is anticipated that the Flexible Framework will be for 4 years with the option to extend for up to 12 months on 3 occasions, subject to satisfactory operation and performance. The Flexible Framework is anticipated to commence on the 01 May 2025. This will allow RHSCP to arrange transfer of current care packages to the Flexible Framework where appropriate to do so, and to arrange new care packages under the Flexible Framework. The Flexible Framework is anticipated to expire on the 30 April 2029; should all extension options be taken, the end date will be the 30 April 2032.
In the event that the Flexible Framework does not start on 01 May 2025, the Flexible Framework will start on the Commencement Date as stated in the Letter of Acceptance. The length of any Individual Service Contract (ISC) made under this Flexible Framework will be stated in the relevant ISC. Please note an ISC may expire after the Flexible Framework End Date.
Tenderers should note there is no guaranteed level of spend for any ISC awarded under the Flexible Framework; there is also no guarantee of payment being made to a Provider solely by appointment to the Flexible Framework.
A flexible approach has been designed which will allow New Entrants to apply to be on the Flexible Framework.
PLEASE NOTE - The Supplier Development Programme will deliver a Talking Tenders webinar to support tenderers to use Public Contracts Scotland and Public Contracts Scotland - Tenders Portal. The webinar will take place on 08 January 2025 details here: https://www.sdpscotland.co.uk/events/renfrewshire-council-care-at-home-framework-1527/

Community-led: Supporting young people directly affected by interpersonal violence

London’s Violence Reduction Unit (VRU) is seeking to commission a Community Partner to collaborate on an important research project aimed at assessing the landscape of tertiary support[1] available to young Londoners impacted by interpersonal violence – both statutory and non-statutory. In recognition of the importance of embedding community voice and lived experiences throughout the research process, the VRU are commissioning both a research partner and a community partner to work in collaboration. This approach ensures the research appropriately and meaningfully reflects the experiences of those it aims to serve and that research findings will be relevant and informed. The procurement of the research partner will take place after the successful procurement of the community partner. We are seeking to commission a community partner who work intensively with a minimum of 15 young people impacted by interpersonal violence providing specialist tertiary support interventions, to support co-design and participate in the research. In close collaboration with the research partner, the role of the community partner will involve: Co-developing the research methodology Convening and engage a cohort of relevant research participants Co-designing research outputs that reflect community needs Provide ongoing advice and guidance to ensure the research remains nuanced and deeply informed by local insights This collaborative commissioning approach demonstrates the VRU’s commitment to partnership, inclusivity, and ensuring research outcomes genuinely inform policy and commissioning decisions. The findings will help to shape more effective, responsive tertiary support services for young people affected by violence across London. We invite organisations with strong community links and ability to engage young people impacted by interpersonal violence to apply. The total contract value is up to £20,000, contract term is 15 months from the contract award date. Deadline for submission of tenders is the 15th October 2025 by 1pm, tenders should only be submitted via Delta. Clarification deadline is the 1st October 2025. Clarification received after this date will not be considered. 1 Tertiary support is defined by the World Health Organisation as: ‘approaches that focus on long-term care in the wake of violence, such as rehabilitation and reintegration, and attempts to lessen trauma or reduce the long-term disability associated with violence. Tertiary prevention also seeks to prevent further acts of violence’.
