Description

ECW was formerly known as the Cheshire & Warrington Local Enterprise Partnership (C&W LEP). It is also responsible for promoting Cheshire and Warrington as a great place to visit, live, work, invest and study through Marketing Cheshire, which is an integral part of ECW and is designated by Visit England as the sub-region's Local Visitor Economy Partnership (LVEP).

Following completion of our recent 'Delivery of the North West Industrial Decarbonisation Cluster Plan' workstream, and support to Net Zero North West to establish its new business model, ECW are looking to further support the delivery of industrial decarbonisation alongside Net Zero North West (NZNW) and the North West Net Zero Hub via the creation of a comprehensive data platform (Project Intelligence Platform - PIP). 

The Platform is required to enable the industrial decarbonisation cluster to have access to as comprehensive and usable set of data as possible about the industrial decarbonisation projects in the pipeline and ultimately underway/delivered. This will ensure that the cluster can continue to realise the investment required, support the job creation, and carbon reduction goals essential for our regional transition to a low-carbon economy and the platform itself will need to enable the wider partnership to measure and demonstrate progress / success to wider stakeholders such as government and investors. 

This procurement exercise is being conducted as a below threshold open tender. The tender documents comprise this ITT document and any other supporting documents. This procurement seeks specialist support from a high-quality supplier to deliver the development (stage 1) and population (stage 2) of a comprehensive Project Intelligence Platform (PIP).

The successful bidder will be required to deliver services in accordance with all tender documents and the contract to be placed with the successful bidder. Tenderers are requested to study the specification in detail and ensure that the specified requirements can be met and thus your understanding of our requirements is reflected in your Pricing Schedule return. 

The contract is expected to commence Wednesday 16th January 2025 with the exact dates to be agreed depending on the agreement between the successful provider and ECW.

Outline Infrastructure and Sustainability Assessment for High Growth Areas

Cheshire and Warrington is one of the UK's economic success stories and the most productive economy in the North of England. Enterprise Cheshire and Warrington (ECW), a council-owned organisation, works alongside elected leaders to make the region the healthiest, most sustainable, inclusive, and growing place in the country. ECW are seeking a consultant(s) to work alongside ourselves and Cheshire West and Chester Council (CWAC), Cheshire East Council (CEC), and Warrington Borough Council (WBC) to conduct an initial high-level Infrastructure and Sustainability assessment at high growth places (c. 10 total areas, to be communicated to the successful bidder) across Cheshire and Warrington. Given a tight budget and timeline, initial work will be constrained to a given number of vectors and available data to enable screening at these locations and provide early evidence ahead of future detailed work. This evidence will inform future work across the subregion, including broader energy planning, Regional Energy Strategic Plan submission development, Local Authority planning, and potential work on a Growth Plan, and Spatial Development Strategy - with the underpinning blockers and opportunities at these key high growth locations clearly noted in advance of further business case development around these sites. The successful bidder will also need to provide a high-level sustainability analysis for the pipeline at each of the high growth places. The Cheshire and Warrington Sustainable and Inclusive Economic Strategy, recently published for consultation, states our ambition to be the most sustainable, inclusive, healthy, and growing place in the UK by 2045. It is vital that new development is carried forward in line with these ambitions, and an early pipeline assessment at each location to better understand impacts on climate and nature is vital to ensure The successful bidder will be required to deliver services in accordance with all tender documents and the contract to be placed with the successful bidder. EKC Group Retained Legal Advice and Services 2025

TENDER REQUIREMENTS This project is to procure Retained Legal Advice and Services which: 1. Provide ad-hoc access to a professional and legislatively sound advice and guidance service and paid at an agreed fixed fee each month or on an annual fee basis in the following nine key areas (non-exhaustive list): a. Education law/student matters including disability discrimination, SEND, safeguarding, admissions and exclusions and service complaints; b. Corporate governance and subsidiary company advice; c. Freedom of information; d. Health and safety; e. Data protection; f. Contracts, terms and conditions, service level agreements etc.; g. THE PROVISION OF A GREAT BRITAIN AND NORTHERN IRELAND WIDE FOOD SAMPLE COLLECTION AND PURCHASE PROGRAMME FOR PESTICIDE RESIDUES TESTING 2026 ONWARD

HSE CRD is responsible for delivering national programmes of monitoring pesticide residues in Great Britain and in Northern Ireland food supply on behalf of DEFRA and DEARA (a part of the NI executive). GB national law and in Northern Ireland under the terms of the Windsor Framework (Regulation 396/2005 and Regulation 2021/1355 ) requires Great Britain and Northern Ireland to monitor pesticide residues in food. The testing programme must also include the analysis of obligatory named foods for a specific list of pesticides as detailed by the GB co-ordinated multi-annual control plan and the annual EU regulation for a co-ordinated multiannual control programme. The most recent requirements for Northern Ireland and member states for 2026 are set out in Regulation 2024/989. The collection and purchase of retail samples to send to different official laboratories for testing is currently part of these programmes and it is this aspect of the programme that is now being re-tendered for samples collected in Great Britain and Northern Ireland. The aim of the programme is to collect samples across the country as part of different food surveys which may span specific periods of the year or the full year. Broadly being representative of market share by the key retailers and covering various geographic areas on a rolling basis.
