DoF LPS Valuation Delivery Partner Project

Land and Property Services (LPS) is the statutory authority responsible for assessing and collecting property taxation in Northern Ireland. LPS is gearing up for a significant digital transformation aimed at enhancing its property valuation processes. In NI there are in the region of 825,500 Domestic properties, 72,000 Non-Domestic properties and 2,700 properties that contain an element of both domestic and non-domestic. The Directorate also provides a full range of non-rating valuation services to the public sector in Northern Ireland. LPS advises authorities on disposal and acquisition of land, market valuations and property advice, and both before and after valuations for vesting, on all aspects of compulsory purchase and negotiate compensation claims on their behalf. Valuation Services provides valuations (capital and rental) of land and property for a wide range of purposes, including calculations for assessment of benefits and business planning. The specific aims and objectives of this Valuation Delivery Partner Project are to: • implement a digital solution and service operating model which provides ICT functionality and business processes (including automated business processes) to support users to undertake the range of Valuation Services; • ensure that the procured ICT digital solution is flexible and adaptable to support future changes in business needs, supports data driven decision making, business process automation and is monitored and updated over time to embrace new technology that improves the user experience; • ensure the procured ICT digital solution is user friendly, customer-focused, geospatially enabled, supports web-based technologies, digital self-service platforms and provides a range of digital first ICT functionality that is capable of integrating with public facing applications (e.g. contact centre services, portals, 3rd party payment engines, authentication tools), line of business applications and back-office functions that supports intuitive and efficient case management and self-service offering the potential for delivering citizen centric public services; and • ensure the procured ICT solution provides Application Programme Interfaces (API’s) to allow integration with other LPS ICT systems and databases, government services and external systems, adopts an event driven architecture approach and complies with the wider Northern Ireland Civil Service (NICS) ‘digital first’ policy.

Norfolk County Council Made Smarter Consultancy Procurement

Norfolk County Council is the Accountable Body for the £1.2m Made Smarter Adoption East of England Programme covering Norfolk, Suffolk, Cambridgeshire, Bedfordshire, Essex and Hertfordshire. This is a pilot programme for the East of England commencing on 1st April 2025 for one financial year, which could be extended for a longer duration subject to Government funding and satisfactory performance. The Made Smarter Adoption Programme is multi-faceted, providing support for manufacturing and engineering SMEs and their employees to enhance their digital readiness. Support included within the programme includes a digital roadmap, industrial digital technology advice, grant funding for the adoption of new industrial digital technologies, Leadership and Management Training, support for the operations and workforce through training and matchmaking SMEs with colleges and universities across the region to support internships.

DHSC: CSA: NIHR Research Commissioning and Management Services (2027-2032)

NIHR’s mission is to improve the health and wealth of the nation through research. Today, NIHR is the nation’s largest funder of health and care research and it invests over £1.5bn annually in domestic and international research. NIHR’s core workstreams, operating principles and areas of strategic focus are set out in the document Best Research for Best Health: The Next Chapter (2021).<br/><br/>The day-to-day operations of the NIHR are carried out by coordinating centres - the NIHR Coordinating Centre (NIHRCC) and the NIHR Research Delivery Network Coordinating Centre (RDNCC). The NIHRCC is currently made up of the following five DHSC contracts, which went live on 1st April 2018:<br/>• NIHR Evaluations, Trials and Studies Coordinating Centre (NETSCC)<br/>• Central Commissioning Facility (CCF)<br/>• NIHR Office for Clinical Research Infrastructure (NOCRI)<br/>• NIHR Academy<br/>• NIHR Centre for Engagement and Dissemination (CED)<br/><br/>These contracts will end on 31st March 2027 and through this procurement, the Authority will put in place contracts in May 2026, with Operational Services under those contracts due to commence on 1st April 2027, in order to ensure continuity of operational services for the NIHRCC.<br/>This procurement will however seek to reconfigure the services provided by the NETSCC, CCF, NOCRI and NIHR Academy contracts when they come to an end on 31st March 2027 into a new NIHRCC structure comprised of contracts procured across six Lots.<br/><br/>The Services going forward are divided into the following lots:<br/>Lot 1 – Strategic Business Services and One NIHR hub<br/>Lot 2 – Research Commissioning: Individual Level and Global Health Programmes<br/>Lot 3 – Research Commissioning: Population and Policy Level Programmes<br/>Lot 4 – Research Infrastructure Commissioning: Translational and Delivery<br/>Lot 5 – Research Infrastructure Commissioning: Applied, Public Health and Social Care<br/>Lot 6 – Research Commissioning: Career Development and Capacity Building<br/><br/>The Authority is seeking to appoint a range of suppliers to ensure that it maximises resilience across NIHR and brings to NIHR the benefits of implementing ways of working and best practice from multiple organisations. <br/><br/>Therefore, whilst there is no limitation on a single Tenderer submitting a bid for multiple Lots, the Authority is placing restrictions on the number of Lots any single Tenderer can win, and the Authority will only allow an entity to be involved in one bid submission per Lot. More information on this is set out in the procurement documents.
