Property Transformation Programme – Workplace Services Management

The Ministry of Justice (MoJ) wishes to award a contract for the provision of Workplace Services Management (WSM) as part of the Property Transformation Programme (PTP). The Workplace Services Management (WSM) Contractor is a new role that will support the MoJ to effectively monitor and report on the delivery of services across the Buyer Premises. The WSM will ensure that the Property Directorate has the required functions and capabilities in place to support the commencement of services under the new total facilities management (TFM) contract(s) from October 2026 (see further II.2.4 below). Workplace Services Management will be a managed service that provides the following key capabilities:    Integrated Digital System and management of a Common Data Environment  Performance Management, Analysis and Reporting  Innovation, technology and data  Workplace Support Services  Assurance and Compliance  Contingency Planning and Disaster Recovery  Asset Management  Sustainability and Social Value   Projects and Project Management  PTP (of which Workplace Services Management is part) is planning to transform FM across the full HMPPS estate, which includes Prison, Probation and HMPPS Premises. PTP may also be rolled out to any other MoJ estate, including potentially HMCTS estate in future.   The role of the WSM Contractor will therefore be required to support any and all such estate. The Authority intends to award the WSM Contract in November 2025, with an expectation of an In Service Date of July 2026. These dates are indicative. The Authority reserves the right to award the Contract on the basis of the initial tender, without any negotiation. The Authority does not intend to hold negotiations as part of this Procurement, but the Authority reserves the right to negotiate if, in its sole discretion, it considers this necessary. PfH Business Solutions and Supply Management Framework

Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark. UKRI-3977 Monitoring Services Provider Dynamic Purchasing System (DPS)

UKRI procures multiple low-value contracts for monitoring services. These services require technically proficient suppliers to independently review innovative projects funded by Innovate UK, ensuring they meet the terms of their investment. Through this procurement, UKRI are establishing a Dynamic Purchasing System (DPS) to procure these services. The estimated launch date of the DPS will be 1st March 2025 The DPS will function as a fully electronic tendering system, allowing suppliers to apply for admission to a "pool" of suppliers within a specified lot of which there are a total of 45 lots. Being admitted to this pool does not guarantee any work, but UKRI intends to invite tenders from suppliers within the pool for future Monitoring Services opportunities. Suppliers can apply to join the DPS at any point during its lifecycle. However, UKRI strongly encourages as many organisations as possible to apply during the Initial Joining Stage to maximise the benefits for both UKRI and the suppliers from the outset of the DPS. On average UK Research and Innovation (UKRI) have a need to award approximately 2500 contracts annually cross all Lots. The average value of a contract placed under this agreement is between £3000 to £6000 GBP excluding VAT. The Maximum value of the DPS for the full term is $40,000,000. This is a new Dynamic Purchasing System (DPS) that will replace the current one, which is set to expire on 28th February 2025. When submitting an application for the new lots, please note they can be differentiated by the reference number UKRI-3977. This Dynamic Purchasing System (DPS) agreement shall be in place for a period of 4 years commencing on 2nd December 2024 and concluding no later than 24th February 2029.
