Under the Operational Performance Regime (OPR) contract management incentive, the auditor assesses the DCC’s management of its contracts. The auditor is tasked with using the scope listed in the most up to date version OPR Guidance document to assess DCC’s contract management performance against the National Auditing Office (NAO) Framework.
Main tasks:
*Assessment of DCC’s commercial activity over the course of the Regulatory Year.
*The auditor will provide a score of DCC’s performance using the NAO Framework. Ofgem will use these scores to determine the final score to be awarded to DCC.
The audit will run on an annual basis and have four main stages:
*Evaluation stage – This will run for around six weeks where the auditor will carry out an assessment of DCC’s commercial activity in the Regulatory Year. The auditor will provide DCC with an interim report which will contain a score and rationale against each supporting question against the NAO Framework.
*Reporting - The auditor will provide a draft report to the Authority which will include DCC’s level of attainment against the NAO Framework. The Authority may ask for iteration of the report before the final version is produced and shared with us.
*Consultation stage – The Authority will publish a summary of report findings and consult on this – no further action is required from the Consultant at this stage.
*Decision – The Authority will consider the responses from stakeholders on the consultation and determine DCC’s retained margin. We may ask the Consultants for further clarification around the scores during this stage.

Short Term Procurement Management Requirement

The Horserace Betting Levy Board (HBLB) invites applications to manage a service tender process that is scheduled to start in January 2025. HBLB is a non-departmental public body (NDPB) sponsored by the Department for Culture, Media and Sport. HBLB is required by the Betting, Gaming and Lotteries Act 1963 to collect a statutory levy from the horseracing business of bookmakers and apply the funds raised to one or more of the following objectives: - the improvement of breeds of horses; - the advancement or encouragement of veterinary science or veterinary education; - the improvement of horseracing. In connection with the stated objectives and in the interests of the health and well-being of the horse population in Great Britain, HBLB contracts with a third party to provide a surveillance and monitoring service covering equine infectious disease in Great Britain. The current service agreement is due to expire on 31 October 2025, and a tender process for renewal of the service agreement is planned to start in January 2025. HBLB is looking for a management consultant or consultancy to facilitate the tender process for the provision of the above service and to provide advice on transition to the new service and its safe contractual implementation. The assignment will include the following tasks: - Assistance with drafting tender documents - Attendance at meetings with the appointed oversight committee - Responsibility for posting of final tender document on Government website - Responding to queries from potential applicants - Collating, inspecting and analysing applications in respect of costs/functions/other features - Arrangement and management of application review and interview processes - Communication with applicants - Assisting HBLB in drafting new agreement - Advice on future agreement monitoring strategy Parties tendering for this service must be able to evidence: - Knowledge and experience of the government procurement process - Practical understanding of the British horseracing industry - Knowledge regarding the management of equine welfare particularly with regard to infectious disease - Experience of drafting contract opportunities and the resulting service contracts - Acceptable value for money Additional information: Please carefully read the instructions and information below. Contract Period The contract is expected to be for a period of up to six months but the exact duration will depend on successful facilitation of the tender process for delivery of equine infectious disease surveillance and monitoring in Great Britain. HBLB's preference would be for a fixed-price consultancy arrangement. 2. Internal Audit Services

Section 4 of The Practitioners' Guide 2024 (and future versions) sets out the basic requirements for conduct of an effective internal audit review of an authority's financial and governance records and controls facilitating the completion of the Internal Audit Report in an authority's Annual Governance and Accountability Return (AGAR). We would expect these as a minimum requirement of the internal audit services. In the case that the internal audit is not able to confirm compliance, there is the expectation that these instances of non-compliance will be included in an internal audit report containing practical recommendations for improvement. It will be expected that the internal audit service provider will be effective and add value. In addition to the work required to sign the relevant section of the AGAR, it is expected that the internal auditor service provider will: - 1. Prepare an annual audit plan which will be discussed with the Town Clerk and tabled at a Policy and Resources Committee meeting so that there can be additional input and oversight into the internal audit procedures that need to be carried out. 2. Have significant experience of auditing local and parish councils' sector and will be able to highlight latest best practice in the sector. 3. Have sufficient capacity to complete their work by no later than 31 May each year. OTHER INFORMATION Faversham Town Council uses RBS Omega as its primary accounting system. Audits to be undertaken on site at Faversham, Kent. TENDER REQUIREMENTS The written tender response should contain the following information: - 1. The fee for undertaking the work for each of the 2025/26, 2026/27 and 2027/28 financial years for 2 audits (at 6 months and 12 months) on site in Faversham.
