Expressions of Interest (EOI) are invited to support the council to create a business case for the installation of a heat-pump, and other connected decarbonisation projects, at William Penn Leisure Centre. William Penn Leisure Centre (WPLC), located on Shepherds Lane in Rickmansworth, is a busy gym and swimming pool operated by Everyone Active. The council own the leisure centre and categorise the building's carbon emissions as Scope 3. WPLC is the most significant user of energy in the council's building estate, accounting for 31% of total electricity consumption and 46% of total gas consumption. It is the only council building with boilers over 15 years old, making it eligible for a grant from the Public Sector Decarbonisation Scheme (PSDS) to help part-fund the installation of a low-carbon heating technology. In 2025 the council's aim to create a business case for the decarbonisation of WPLC which includes all feasible and beneficial decarbonisation projects (i.e. not just a heat pump). Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
