Description

Derry City and Strabane District Council invite suppliers to tender for PeacePlus War and Peace. Derry City and Strabane District Council’s Regeneration Team have secured funding under the council’s Local Co-Designed PEACEPLUS Action Plan. Capital elements of this project will be directly delivered by the council, including the heritage led restoration and repair of 4 district war memorials (Derry~Londonderry, Strabane, Castlederg, Sion Mills). Alongside these capital works, council is tendering for two external elements to be delivered: Lot 1: Cross-Community Programming. This will be a community-based activity programme to improve shared understanding of the cultural and historical importance of the monuments and the history of that era. It will be mindful of the principles of shared and ethical remembrance to promote dialogue, inclusive of a range of perspectives, on the context of the wider history of that era. Audiences will include young people in schools and adults in the wider community. Lot 2: Historical Research and Interpretation for panels. This will work closely with a cross-community grouping of participants with a particular interest / specialism in local history. Through this community engagement it will conduct historical research, collate, provide information and interpretation for 4 interpretative panels (one at each site). Trails and digital information should be included. (Actual panel design, construction and installation is not included as council will do this directly). Arising from the Co-design process at a district level, this project should strive to bring key benefit across the council area including rural and urban areas. Communities First Behaviour Change

This research project will use appropriate evidence-based behaviour change theories to identify factors (e.g. personal, institutional, or systemic) that are barriers or enablers to embedding the CF approach across Northumberland County Council and key partners. The results of this analysis will support NCC and relevant partner organisations to understand and address these barriers and enablers to move further and faster to adopting the Communities First approach. Methods and measurement The Provider will propose their methodology in their tender submission for this work, but broadly it will be expected to include: • Selection and application of appropriate evidence-based behaviour change theory/theories to underpin the analysis. • Identification of the target behaviours that professionals and/or organisations need to adopt in order to implement the Communities First approach (also involve identifying current behaviours that do not support the approach and need to change). This would involve initial scoping work with NCC and key system partners to identify the target behaviours. • Use of appropriate qualitative research methodologies to analyse barriers and enablers for professionals and the wider organisation to delivering Communities First approach, using the evidence based behaviour change theory (see point 1 above). • Include both retrospective evaluation of adoption to date and analysis of anticipated barriers and enablers for wider adoption of the Communities First approach. • Provide relevant recommendations to support successful implementation and maintenance of Communities First approach across NCC and key system partners.
