Description

The Voluntary, Community and Social Enterprise Sector (VCSE) plays a vital role in Royal Borough of Kingston supporting some of the borough's most vulnerable residents. The sector has played a crucial role in the Kingston Covid response and continued funding of local Voluntary Community Sector organisations is an important part of ensuring the Authority has an effective approach to early help and prevention. These proposals build on learning from the Covid response, the priorities of the Communities Taskforce, the recommendations from Seizing the Moment, and sector best practice. The service priorities, specification requirements and monitoring approach have been co-designed with the sector.\r
A phased approach to the commissioning process has been adopted, with contracts falling into earlier Phase 1, 2, 3 contracts and the remaining contracts into this Phase 4.\r
\r
This procurement exercise is in relation to Phase 4 only.\r
There are two (2) Commissioning Themes in Phase 4. \r
Each Commissioning Theme has Lots which indicate the type of service provision required. This assists us in focussing our intentions into areas of need.\r
\r
Commissioning Theme 6: Mental Health and Wellbeing\r
Lot 6a - Dementia Advice & Support Services\r
Lot 6b - Mental Health Support\r
Lot 6c - Bereavement Counselling & Support Services\r
Commissioning Theme 9: Advocacy\r
Lot 9a - Integrated Advocacy\r
\r
The Authority will seek to award contracts in the form of separate Theme Lots. Each Theme Lot will be underpinned by an overarching VCSE commissioning Theme and the size and subject matter of each Theme Lot will vary depending on the overarching commissioning Theme. \r
\r
The Authority will be seeking to award ONE contract for each Theme Lot. Each Theme Lot will have a contract value assigned. The total value of each contract will be reflective of the individual value of each Theme Lot. \r
\r
There is a specification set out for each commissioning Theme Lot. Each specification will set out the key outcomes and key deliverables for each commissioning Theme Lot. \r
\r
Potential providers may bid for one or more Theme Lots within the overarching commissioning Themes. Providers must be capable of providing all elements within a Theme Lot. Theme Lots will not be further divided. \r
\r
Potential providers are required to submit responses for each Theme Lot they are applying for. \r
\r
The Authority is disclosing the budget available for all requirements within each Commissioning Theme Lot. Tenderers will be required to set out in their Tender which Theme Lot/s they are bidding for.\r
\r
Contract Term: Initial term of 3 years plus 2 further extensions of up to 12 months each (3+1+1 = 5 years)\r

Workforce Development Services for Care Providers in Suffolk

The overarching requirement of this service is to support the care market regarding the forecast of the future needs of Suffolk customers. To increase awareness of good practice, have a stable workforce, encourage a positive culture with increased staff retention. To work with the council to identify and address gaps in the Suffolk social care workforce skills and training to enable them to deliver a range of care and support, from promoting independence to complex care. And work closely and positively, with all stakeholders to improve market capacity and better equipped to develop and be sustainable. Suffolk County Council has joined the government's Devolution Priority Programme (DPP), a fast-track programme towards devolution and local government reorganisation. Under the DPP it is proposed that: a) a Mayoral Combined County Authority (MCCA) for Norfolk and Suffolk is established, with strategic powers and headed by an elected mayor ("Devolution"). b) the existing two-tier council structure in Suffolk is abolished and replaced with one or more unitary councils covering the current geographical boundary of Suffolk ("LGR"). It is possible that both, one or neither of these changes will happen. These changes are declared as known risks as we do not yet know the implications of Devolution and/or LGR. As a result of LGR and Devolution, contract modifications may be necessary to novate, transfer or disaggregate the contract from the one you entered into to one or more successor authorities or the MCAA. Impacts could include changes to geographical boundaries, significant increases and/or decreases in the goods and/or services required due to the change in size/scope of any successor authority or the MCAA. This may also change the scope of the contract Interested Parties should refer to the Invitation to Tender and Contract Terms for the Known Risks.
