FW Supply & Install - V2 ED2 Rising Lateral Mains Installation SHEPD

Scottish Hydro Electric Power Distribution intends to award framework agreements to contractors who have the necessary capacity, capability, and expertise to deliver Rising Lateral Mains Inspection and Remediation works, as fully detailed in the slide pack attached. During RIIO ED2, the Employer accordingly will substantially invest in Rising and Lateral Mains assets to assess and improve these across its electricity distribution network operating area (for SHEPD), focusing on high-risk buildings as a priority, including higher multi-storey buildings which house the most assets and where the Employer’s condition-based risk modelling indicates higher risks. The Employer plans to inspect a high volume of buildings, equating to over a third of multi-occupancy buildings in the Employer’s licensed electricity distribution network area (for SHEPD) which will support decisions on where Rising and Lateral Mains investment is needed. It will be a significant challenge for the Employer to deliver these volumes and so the Employer will collaborate with partners to deliver this commitment for flexibility, efficiency, resilience, and innovation. The Contractor will be one of these partners. The Employer will require the Contractor under this Rising and Lateral Mains Contract to deliver Services as instructed by issued Task Orders or Call Off Contracts for the following categories: 1. Act as Principal Contractor; 2. Undertake Initial Inspections, Verification, Inspection & Testing and/ or Condition Assessment Reporting of sites; and 3. Address any non-conformances by means of replacement and / or refurbishment works. Such Services shall include but not be limited to: • Low Voltage (LV) • All trench excavation, backfilling & reinstatement (including joint holes) • Replacement and refurbishment of the Employer’s low voltage cables and equipment internal to buildings including Service Terminations • Removal and disposal of legacy low voltage cables and equipment • Carrying out jointing activities where required • Submitting and managing PSI (Planned Service Interruptions) • Testing & Commissioning • Producing final records for the Employer’s asset registers. This is a re-tender of a previously run sourcing event for Rising Lateral Mains SHEPD, which previously included Design Responsibility. V2.0 tender will not require Design functionalities, only Inspections and Remedial installation works.
