Description

On behalf of the Suffolk Climate Emergency Programme (SCEP), Suffolk County Council (SCC) has awarded a contract to design and deliver a retrofit assessment scheme. Procurement Policy Note 09/21 requires us to calculate the value of contracts inclusive of VAT, however we can advertise them exclusive of VAT.  The advertised value here is £240,000 (exclusive of VAT) for the initial 18 month term, with an optional extension of 18 months value of £240,000. Total contract value (including extension period) is £480,000.

Fuel Poverty Programme: Local Cookery Classes

Winter fuel pressures refers to the increased demand and financial strain on households to keep their homes warm during the colder months. This is particularly challenging for vulnerable groups such as the elderly, low-income families, and those with disabilities. The need for adequate heating during winter can lead to higher energy bills, which many households struggle to afford. As a response to this, Surrey County Council has launched its Fuel Poverty Programme which aims to tackle fuel poverty and ensure that our residents have access to support services and the necessary energy efficiency measures to live in a warm and comfortable home. GB-Rickmansworth: Decarbonisation Consultancy support for William Penn Leisure Centre

Expressions of Interest (EOI) are invited to support the council to create a business case for the installation of a heat-pump, and other connected decarbonisation projects, at William Penn Leisure Centre. William Penn Leisure Centre (WPLC), located on Shepherds Lane in Rickmansworth, is a busy gym and swimming pool operated by Everyone Active. The council own the leisure centre and categorise the building's carbon emissions as Scope 3. WPLC is the most significant user of energy in the council's building estate, accounting for 31% of total electricity consumption and 46% of total gas consumption. It is the only council building with boilers over 15 years old, making it eligible for a grant from the Public Sector Decarbonisation Scheme (PSDS) to help part-fund the installation of a low-carbon heating technology. In 2025 the council's aim to create a business case for the decarbonisation of WPLC which includes all feasible and beneficial decarbonisation projects (i.e. not just a heat pump). Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
