Description

Greater Manchester Combined Authority is seeking to procure legal services related to the allocation of projects under the GM Brownfield Programme via a further competition under the CCS framework RM6240 - Public Sector Legal Services (lot 2a) Property and Construction specialism. As a relevant framework supplier, you are invited to participate in this further competition.

The GM Brownfield Programme derives from GM's trailblazer devolution deal. As part of this deal, the Department for Levelling up, Housing and Communities (DLUHC) have allocated £150 million of Brownfield Infrastructure and Land funding to GM to unlock at least 7,000 new homes. The aim of this funding is to tackle the market's failure to build housing and mixed-use developments on challenging brownfield sites that demonstrate existing negative externalities, difficult land assembly, imperfect information and other market barriers which prevent the private sector taking them on alone. This supports the Government's ambition to prioritise development on brownfield land, particularly for the regeneration of our cities and towns, alongside increasing housing supply and wider growth as part of the Levelling Up Missions and the Government's ambition of delivering 300,000 homes per year to help create a more sustainable and affordable housing market.

Administration of the Ofgem Energy Industry Voluntary Redress Fund

Ofgem seeks to appoint a Service Provider with expertise in allocating funds to various projects within primarily charitable/non-profit organisations, and who has a deep understanding of the needs of energy consumers across Great Britain. The Service Provider will manage voluntary redress payments made to the Energy Redress Scheme and will ensure that these funds deliver the greatest positive impacts for energy consumers. This requires efficient financial management and expert assessment of funding applications.  The Service Provider must achieve the following outcomes:  Efficient financial management of voluntary redress monies, including receiving funds from energy companies, ring-fencing them as appropriate, and awarding grants to suitable Redress Recipients.  An adaptable and flexible approach to managing redress monies so as to ensure effective response to fluctuations in the amount of funds available, and possible changes to Ofgem's guidance on the allocation of redress funds. It is important to note that Ofgem reserve the right to amend this guidance, for instance to increase the numbers of organisations eligible to apply for funding. In the event of any changes, Ofgem will work closely with the Service Provider to ensure their smooth implementation before they take effect.  Identifying and assessing potential redress recipients to maintain and build on the existing portfolio of reputable recipients with strong financial track records and projects that benefit energy consumers across Great Britain. The successful management of the process by which funds are awarded and paid to grantees, including application and assessment processes Effective management of the award of funds to worthwhile projects, including awards to fuel voucher projects with a minimum award of £1 million per project. System Integration: the successful Service Provider must deliver either:  a successful integration of existing systems supporting online applications, the database of eligible applicants, and the Energy Redress website; or  a new, fit-for-purpose system that provides these services and is fully operational at the commencement of the contract.  Using knowledge of the British energy sector and consumer needs (including vulnerable and future consumers) to allocate funding that delivers value for money and benefits in line with Ofgem's Guidance (which may change from time to time) on voluntary redress funds.  Monitoring project delivery and providing regular updates to Ofgem.   Evaluating the effectiveness of allocation awards.  Providing monthly financial reports and other regular reports to Ofgem (quarterly and annual) on the impact of projects on energy consumers, ensuring funds deliver value for money and long-term benefits and assisting with enquiries related to all aspects of the operation of the fund, as and when they arise. Ensuring that there is transparency and accountability by maintaining a publicly available website dedicated to the energy redress fund, which will provide detail on funding rounds, the application process, all projects that have been awarded funds, and the annual evaluation reports.  Maintain an ethos of continuous improvement that ensures the ongoing evaluation of scheme performance against objectives, review of processes and procedures and how they can be improved to support the objective of increasing the impact of the fund.  Further information can be found in the attached ITT document.

Outline Infrastructure and Sustainability Assessment for High Growth Areas

Cheshire and Warrington is one of the UK's economic success stories and the most productive economy in the North of England. Enterprise Cheshire and Warrington (ECW), a council-owned organisation, works alongside elected leaders to make the region the healthiest, most sustainable, inclusive, and growing place in the country. We collaborate with the three local councils, industry leaders, and community partners to shape economic and transport strategies, deliver skills training and business support, and ensure that the voice of business is heard in local decision-making. Through its Marketing Cheshire division, ECW also champions the region as an outstanding place to live, work, invest, study, and visit. Working in collaboration with local government, businesses, educational institutes and other public, private and community sector organisations, we keep Cheshire and Warrington firmly on the map. ECW are seeking a consultant(s) to work alongside ourselves and Cheshire West and Chester Council (CWAC), Cheshire East Council (CEC), and Warrington Borough Council (WBC) to conduct an initial high-level Infrastructure and Sustainability assessment at high growth places (c. 10 total areas, to be communicated to the successful bidder) across Cheshire and Warrington. Given a tight budget and timeline, initial work will be constrained to a given number of vectors and available data to enable screening at these locations and provide early evidence ahead of future detailed work. This evidence will inform future work across the subregion, including broader energy planning, Regional Energy Strategic Plan submission development, Local Authority planning, and potential work on a Growth Plan, and Spatial Development Strategy - with the underpinning blockers and opportunities at these key high growth locations clearly noted in advance of further business case development around these sites. The successful bidder will also need to provide a high-level sustainability analysis for the pipeline at each of the high growth places. The Cheshire and Warrington Sustainable and Inclusive Economic Strategy, recently published for consultation, states our ambition to be the most sustainable, inclusive, healthy, and growing place in the UK by 2045. It is vital that new development is carried forward in line with these ambitions, and an early pipeline assessment at each location to better understand impacts on climate and nature is vital to ensure The successful bidder will be required to deliver services in accordance with all tender documents and the contract to be placed with the successful bidder. Tenderers are requested to study the specification in detail and ensure that the specified requirements can be met and thus your understanding of our requirements is reflected in your Pricing Schedule return. The contract is expected to commence Thursday 16th October with the exact dates to be agreed depending on the agreement between the successful provider and ECW.
