Cardiff University is the sole higher education institution (HEI) in Wales offering the necessary Level 7 qualifications, ensuring accessibility and alignment with workforce needs. Other HEIs in England offer similar courses but are not eligible for Welsh Government funding, making Cardiff University uniquely positioned for this tender.

Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark. The first Social Housing Emerging Disrupters (SHED) Framework Agreement was launched in January 2022, comprising 18 innovative solutions. The aim was to create a framework of innovation permitting start-ups, small and medium sized businesses and the voluntary sector as well as established larger companies to offer their innovative products and services to the public sector. The second SHED framework (SHED 2) comprising a further 20 suppliers with a range of innovative solutions was launched in January 2023 and was shortlisted for the 'Innovation Procurement Project of the Year' Award by Built Environment Network. SHED 3 commenced in January 2024. SHED 4, comprising 17 solutions was launched in January 2025. To reflect the emerging nature of innovation, a fifth SHED Framework (SHED 5) will be procured in Autumn 2025. The solution will enable PfH Members to procure a range of products and services that offer real and innovative benefit to the housing and wider public sector. The framework will provide successful suppliers with the opportunity to promote their innovation and will allow fledgling markets to test their true potential, providing the foundations for success and wider adoption across the public sector. The Framework Agreement will operate on a national basis, providing an offering suitable for members of PfH in England, Wales, Scotland and Northern Ireland and other public bodies permitted to use the Framework Agreement. Specialist Education Framework Phase 1 – Independent Non-Maintained Special Schools Round 4

Nottinghamshire County Council (the Council) is seeking to add further Independent non-maintained Special Schools (INMSS) to the INMSS Framework under which the Council are looking to commission INMSS and Post-16 (where the provision is delivered in house by the school) provision of specialist school placements for pupils who are not attending mainstream or maintained special schools and who have an Education Health Care (EHC) Plan. This process is the reopening of the framework for new providers to bid to join the INMSS framework and is the fourth tender round. This tender round is only open to bid to join the INMSS Approved Provider List which is Lot 2 of the Framework Agreement. The Council are not re-opening Lot 1 Block Contract in this tender round. Any providers who were unsuccessful in the previous tender rounds (1, 2 and 3) for Lot 2 can reapply in this tender round (4). Student Occupational Health Contract

The University of Plymouth is seeking potential suppliers to provide occupational health (OH) services for learners on professional health and social care courses. This provision must support up to 1,800 new learners annually, the majority between March and September. Numbers are distributed approximately as follows: Plymouth (1,730), Exeter (30), and Truro (40). These numbers may fluctuate based on commissioning and recruitment. The Faculty of Health delivers a diverse range of health and social care education programmes. A significant component of these programmes involves learners gaining practical experience in various healthcare settings, including in-patient facilities (wards and theatres), out-patient services, and patients’ / service users’ homes. Learners work alongside qualified professionals, participating in the assessment and treatment of patients / service users. As such, we are required to ensure that our learners are ‘safe’ to be in these environments, presenting no health risks of any description to the public. Equally, we must ensure that as well as being professionally qualified they are ‘fit to practise’ as staff in the NHS and other independent health care providers. Approximately 1,800 new entrants enrol in the Faculty’s programmes annually. All learners are required to complete an occupational health screening form during the admissions process. Based on these forms, the provider will conduct interviews (as needed) to evaluate learners’ suitability for the programme and identify any necessary adjustments. The provider’s responsibilities include: Scheduling follow-up appointments. Notifying the Faculty of missed appointments. Reporting any issues that could impact a learner’s ability to undertake practical training. Learners returning after a short break from the programme require repeat screening and referrals can occur at any stage in a learner’s training. Of particular importance is the requirement to provide clear and unambiguous recommendations regarding the suitability of learners to enter practice and any limitations/adjustments which may be required to ensure the safety of the learner and the patients/service users. These recommendations must align with the professional requirements of the learners’ training programmes and will be reviewed by the Faculty to determine their feasibility for implementation. The University of Plymouth intends to award a single supplier contract for the provision of occupational health services.
