Worcestershire County Council (WCC) is responsible for the delivery of services to children, young people and Families in Worcestershire. These services include Children's Social Care, Education, Early Help and Fostering.
      
      As part of the 2015 Children's Homes Regulations, every registered Children's Home in England must appoint an Independent Person, also known as a Regulation 44 (Reg 44) Visitor, to visit and report on the children's home. The role of an Independent Visitor is to review a children's home to ensure policies and procedures are undertaken in accordance with the Office for Standards in Education (OFSTED), children/young people are safeguarded and make recommendations where improvements are required.  
       
      WCC currently has 3 registered children's homes and short breaks provisions within Worcestershire and are seeking to commission a service provider who can provide the Reg 44 Visitor service.

Partners from Bradford Children and Families Trust and the City of Bradford Metropolitan District Council are working together to review and develop Independent Visiting and Advocacy Services for Bradford's Looked-After Children or Care Leavers. Legislation imposes a duty on local authorities to make arrangements for the provision of advocacy and to appoint an independent visitor for children and young people intending to make representations under the Children Act 1989 (Adoption and Children Act 2002). Children and young people eligible to receive a service are aged 0 to 21 years and up to 25 in the case of Care Leavers in full-time education The Trust BCFT is seeking to work with providers who can demonstrate continual improvements in value for money achieved by deploying efficient and innovative ways to meet the needs of the children and young people The programme of services is divided into 2 Lots, which are as follows: • Lot 1: Independent Advocacy for Looked After Children • Lot 2: Independent Visitor Services The contracts will commence from 1st April 2026, for an initial period of 2 years, with 1 option to extend by up to 12 months.

Mental Health Supported Housing

LBH Joint Commissioning is seeking to commission a specialist mental health supported accommodation service for vulnerable adults in Hounslow. The service will operate across two buildings in Hounslow and a total of 34 units of accommodation. This service was originally part of a framework tender which went out in August 2025, it is being re-tendered as a standalone contract with a revised requirement. The eligibility criteria have been broadened to include experienced providers of mental health supported accommodation who are eligible for exempt accommodation rates of Housing Benefit i.e. Registered Providers of Social Housing, Registered Charities or Community Interest Companies. You will need a valid registration number to demonstrate at least one relevant status. The service will support adults with severe mental health problems who are referred by London Borough of Hounslow, offering 24-hour supported housing with flexible, recovery-focused support. The main role of the service is to provide supported move-on accommodation for individuals within the target group who are ready to take a first step down from a more intensively staffed setting. This will usually be from a community-based service, such as 24-hour supported living, but could also be hospital, provided an individual will be able to manage within the level of support provided by the service. In a smaller number of cases, appropriate individuals may be referred to the service as a step up from the wider supported accommodation pathway, mainstream housing or temporary accommodation. The service will promote recovery, wellbeing and independence and meet the following aims as detailed in the Core Specification: Maximise Independence Improve Mental and Emotional Wellbeing Enhance Quality of Life and Reduce Social Isolation Improve Physical Wellbeing Move on at the right time Prevent placement breakdown

Care at Home Services Flexible Framework Agreement

East Renfrewshire Council on behalf of the Health & Social Care Partnership is inviting tenders, from suitably qualified providers for the Provision of Care at Home Services. Contract award will be offered as a Flexible Framework Agreement in accordance with Regulations 74-76 of the Public Contracts (Scotland) Regulations 2015. The Flexible Framework allows for new entrants to be admitted, as Providers, after it has been established. There will be no guarantee given with regard to the Council’s overall uptake with any provider. Call off contracts under the Flexible Framework Agreement will be placed by: Geographical Landscape – identification of providers who have advised they can supply in the areas of need known as ‘Worlds’ World 1 – Barrhead World 2 – Neilston & Uplawmoor World 3 – Thornliebank, Netherlee & Giffnock World 4 – Clarkston, Busby & Eaglesham World 5 – Newton Mearns The estimated annual budget for this contract is approximately GBP 8,700,000 (excluding VAT), however this is not guaranteed. The anticipated start date for the contract is no later than April 2026 or, the Council may confirm another start date as detailed in an official letter of acceptance. The contract is for an initial period of 7 years plus optional 2 years extension followed by a final optional 1-year extension. The maximum contract term will be 10 years if all extensions are offered by the Council. It should be noted that extensions are available at the discretion of the Council and are not guaranteed.
