Buckinghamshire, Oxfordshire and Berkshire West (BOB) Integrated Care Board (ICB) are seeking providers who have the capability and capacity to deliver Mandatory Dental Services (MDS) in the Oxfordshire area. This includes, but is not limited to, children, residents of care homes, other vulnerable groups and patients weighing up to 227kg (35 stones and 10.45 lbs) • provide access to NHS dental services to ensure equity and consistency of provision • improve children's oral health through partnership working with local stakeholders • provide bookable appointments outside of core hours • deliver appropriate, efficient and cost-effective services within the service • provide high quality dental services within framework of the NHS (General Dental Services/Personal Dental Services) Regulations 2005 and any subsequent revisions • provide access within contracted hours to un-associated patients identified as having an urgent dental need via NHS 111, NHS Dental Helpline, out of hours services and self-referral • refer patients to other NHS services as appropriate in line with the relevant local protocols and guidance • establish a positive working relationship between the Commissioner and Provider to facilitate and maximise high quality service delivery • develop services in line with the evolving strategic approach to primary care dental provision and align with the priorities of the NHS Long Term Plan - www.longtermplan.nhs.uk and ICB Primary Care Strategy - https://www.bucksoxonberksw.icb.nhs.uk/our-strategies-and-plans/primary-care-strategy/ • promote overall health in line with Making Every Contact Count - https://www.gov.uk/government/publications/making-every-contact-count-mecc-practical-resources • keep availability of appointments up to date on https://www.nhs.uk/nhs-services/dentists/how-to-find-an-nhs-dentist/ • comply with recall intervals, in line with NICE Guidelines (CG19). The contracts will be for a term of up to 10 years. Services are due to commence from 1st April 2025 and by 30th September 2025. The maximum total contract values are as follows: Lot 1: £6,530,000 Lot 2: £4,571,000 Lot 3: £8,162,500 Lot 4: £4,571,000 Lot 5: £4,897,500 The annual Units of Dental Activity (UDAs) per annum are as follows: Lot 1: 20,000 Lot 2: 14,000 Lot 3: 25,000 Lot 4: 14,000 Lot 5: 15,000 Additional information: The Commissioner will be contracting for the services using the Standard clauses for a Personal Dental Services agreement. Please note that the contract will be flexed by 10% per annum in the period to 31st March 2027 to test the provision of an additional service relating to Children's Oral Health Improvement. In this period the activity target will be reduced by 10% per annum with this resource used to provide sessions focused on Children's Oral Health Improvement. This will subject to review prior to March 2027. Oral Health Services in Oxfordshire

The subject matter of this process relates to the delivery of services which are listed in Schedule 3 of the Public Contract Regulations. Oxfordshire County Council is looking to commission a contract to deliver oral health promotion in Oxfordshire and epidemiological surveys. The service will be responsive to local needs and delivered in a way that is accessible to all. The provider will deliver a flexible, needs-led service offering oral health training for a wide range of professionals, targeted oral health promotion and self-reported oral health surveys to assess local need. The Service will work with partners in nurseries, schools, community settings and residential care homes to deliver oral health promotion messages in a variety of formats, integrating oral health into wider health promotion and disease prevention strategies. The aim of the Oral Health Service is to support improved oral health in Oxfordshire, by providing a range of evidence-based interventions to reduce oral health inequalities. Local authorities are statutorily required to provide or commission oral health promotion programmes and oral health surveys to improve the health of the local population. The Service will provide a universal offer available to all Oxfordshire residents, and a targeted offer for children and adults most at risk of poor oral health, identified in the Oxfordshire Joint Strategic Needs Assessment and the Oral Health Needs Assessment, with tailored oral health messages as required in collaboration with system partners. Oral health is closely linked to a multitude of health conditions. Therefore, oral health promotion needs vary widely between individuals and are impacted by underlying factors such as diabetes, cardiovascular disease, pregnancy, menopause, smoking, and the individual’s socioeconomic background. The Service Provider will work with system partners to support national strategies to address common risk factors, such as smoking, alcohol misuse, poor diet, and high sugar intake to improve the oral health and general wellbeing of Oxfordshire residents. The Contract term will be 3 years anticipated to commence on 1 August 2025, with the option for the Council to extend the term of the contract for an additional 1 year in aggregate.
