Description

The Council intends to appoint up to Four (4) Suppliers to the framework and up to Two (2) Suppliers as reserves. The suppliers will be offered work on a rotational basis with priority for the first Four (4) Suppliers.
This Framework will operate for a period of two (2) years, with the option to extend for up to an additional two (2) years.

The Vale of Glamorgan Council requires disabled adaptation works that assist individuals to retain their independence at home. A Disabled Facilities Grant (“DFG”) is available to assist eligible people to adapt their homes in the Vale of Glamorgan.  It is subject to person and property eligibility which is assessed by the Council. The properties included in the Framework will be privately owned either by the DFG Applicant or their landlord or Council Tenants.  Permission for access and to complete the works will be obtained by the Council as part of the DFG process.

To assist eligible people for a DFG (DFG Applicants), the Council offers a Disabled Facilities Agency Service (the Agency Service). Where DFG Applicants choose to employ the Agency Service, the Council will provide a full service in preparing plans, preparing and submitting the formal grant application, supervising works on site and certifying the works on completion. Over the last four (4) years, the Council’s Agency Service has used an Adaptations Framework working with several Suppliers to deliver the adaptation works DFG Applicants require, removing the need for each individual grant to be tendered.

In addition to the above, this framework may be used by the Council’s, Council Housing Adaptations Team (CHAT) to support the delivery of adaptations within its council housing stock for tenants identified as requiring support to continue living independently. The Council has approximately 4,000 properties within its portfolio and the successful contractor(s) will be engaged by the Housing and Building Services Adaptations Team to deliver adaptations.

- Removing existing facilities and refitting with adapted equipment, e.g.

- Anti-slip flooring

Gostrey Meadow Playground Refurbishment Project

The Council is currently seeking to appoint an experienced and qualified contractor to refurbish and enhance the playground at Gostrey Meadow. The playground is for children from 1 year to 11 years old and play equipment needs to provide interest across these ages. The new area will be 800 sq metres with a fence surrounding the playground and including an area of seating within the fenced area. The Council wishes to install modern, high quality and accessible friendly equipment to ensure that the play is inclusive for all children and an asset to the local community. Farnham Town Council would welcome ideas and recommendations for the site. Seating (both picnic and benches) areas are to be incorporated in the design. Soft landscaping areas to be included. The clearance of the existing site and equipment would need to be carried out by the contractor. To ensure all the surfacing materials used are designed, manufactured and installed to a current British Standards 1176 and 1177. Approved members of CHAS, API, ROSPA and Construction Line. The surface would need to be wet pour. To include relevant signage. The design would need to be colourful and innovative and reflect the surrounding environment. It also should be robust and anti vandal. All replacement parts should be readily available to reduce closures of certain play equipment. The construction would need to be done in two phases. Phase 1 will be the construction of 70 % of the play area including wet pour surface. Phase 2 will be the remaining 30% with picnic area seating, any remaining play equipment and surfacing once the construction of the new toilets block is completed. Farnham Town Council also reserve the right to exclude specific elements from the tender at our discretion if required. Applicants should send one copy of their proposal to Farnham Town Council, Town Hall, South Street, Farnham, Surrey, GU9 7RN by 12 noon on 6th December 2024. The proposal should demonstrate that you have read and understood the requirements. Tender submissions should be posted to Farnham Town Council, Town Hall, South Street, Farnham, Surrey, GU9 7RN. Envelopes should be marked 'Playground Tender. Not to be opened until 6th December 2024.' Shortlisted suppliers will be contacted by 16th December. It is likely that the contract will start in Spring/ Summer 2025.
