This procurement is being concluded following a mini competition under the CCS Management Consultancy Framework RM6187 Lot 4

Brief Description of Requirement
Introduction

The UK Space Agency inspires and leads the UK in space to benefit our planet and its people. It is an executive agency, sponsored by the Department for Science, Innovation and Technology.
It plays a major role in delivering the government's National Space Strategy and supports a thriving space sector in the UK, which generates an annual income of £17.5 billion and employs 48,800 people across the country. Staff include scientists, engineers, commercial experts, project managers and policy officials who help to:
•	catalyse investment to support projects that drive investment and generate contracts for the UK space sector.
•	deliver missions and capabilities that meet public needs and advance our understanding of the Universe.
•	champion the power of space to inspire people, offer greener, smarter solutions, and support a sustainable future.

To achieve the greatest impact in these three areas, the UK Space Agency focus's most of its resource behind eight delivery Priorities. These are:
•	Launch: supporting satellite launch services from UK spaceports.
•	Sustainability: taking a leading role in keeping space safe and accessible now and in the future.
•	Discovery: supporting space science and exploration missions.
•	Innovation: investing in bold new technologies.
•	Levelling-up: boosting space investment and jobs across the country.
•	Earth observation: studying our planet to drive discovery and tackle climate change.
•	Low-Earth orbit: delivering vital everyday satellite services.

Inspiration: inspiring new space customers, investors and the next generation.

Aims & Objectives

•	To inform UKSA, DSIT (and wider Government) understanding of Orbex's financial health including long term viability, business and investment plans, risks to successful completion. 
•	To clarify the funding need and validate that all levers including third party financing options, will be, or have been exhausted and addressed prior to evaluation HMG intervention options. 
•	To advise on the suitability of funding mechanisms and subsidy control compliance
•	Evaluation of the potential impacts of an HMG investment (inc. alongside other private investors) to secure Orbex the funding it needs to secure operational readiness of Sutherland Spaceport, and first launch of Orbex's Prime launch vehicle.

The Provision of Population and Household Projection Updates for the 2nd Replacement Local Development Plan

Caerphilly County Borough Council (the Council) is currently in the process of preparing its 2nd Replacement Local Development Plan (2RLDP), which will cover the period 2020-2035. As part of the process, the Council is looking to appoint a suitably qualified and experienced consultant to undertake population, household and employment-led projections updates to inform the 2RLDP and where necessary attend and give evidence at the 2RLDP examination. The purpose of the commission is to identify the up-to-date position in respect of the Preferred Growth Scenario and to understand how this sits in the context of growth aspirations across the region. The Council will also need to understand how the up-to-date projections accord with the Revised Strategy aim to assist in delivering growth in jobs of around 3.5%. Current 2RLDP Position: The Council commenced a full review of the Adopted LDP in February 2020 and published its Pre-Deposit plan for consultation in October/November 2022. As a result of that consultation conformity objections to the plan were received from Welsh Government. As a result of these objections the Council published its Revised Preferred Strategy in January/February 2025. The Council intends to publish its Deposit Plan for consultation in January/February 2026 and this will need to be informed by up-to-date population and household projections based upon the Preferred Growth Scenario. The Council reserves the right to engage the successful Consultant for the provision of additional consultancy, subject to the availability of further funding. services should further funding become available. The commission (order) of any additional services can be made up to 31st March 2027.
