Description

Increased renewable energy is identified as a priority in the Devon Carbon Plan. In addition, Devon County Council's (DCC) revised Carbon Reduction Plan identifies major investment in at least 11 MWp of renewable energy on DCC's estate as a key means to achieve its net zero target and contribute to the Devon Carbon Plan.\r

We commissioned a review of opportunities on DCC's estate, working with Pure Energy Professionals (PEP). From this process, three former landfill sites were identified as the best immediate opportunities. Further economic feasiblity work has been undertaken.\r
\r
We have won a Project Development Grant from the SWNZH , and are combining this with contributions from the Innovate UK Fast Followers Budget, and from the Environment team's climate budget to progress this opportunity.\r

The procured work will carry out the following:\r
• Commercial options appraisal (including assessment of revenue streams via\r
   Power Purchase Agreements and grid flexibility services).\r
• Detailed financial modelling of costs, including land remediation, grid connection\r
   and planning application.\r
• Assessment of financing packages (e.g. community investment), including\r
  contractual arrangements.\r
• Planning pre-application process.\r
