The Independent Anti-Slavery Commissioners (IASC) works on encouraging good practice in the prevention of modern slavery and human trafficking (MSHT), the protection of victims and survivors and the prosecution of MSHT offenders. The Modern Slavery Act 2015 consolidated existing criminal legislation related to human trafficking into one piece of legislation and formally introduced the concept of modern slavery. Modern slavery is an umbrella term that covers the offences of human trafficking, slavery, servitude and forced or compulsory labour. However, a decade on both the political narrative and operational responses to modern slavery crime have evolved considerably. The nebulous nature of the concept of modern slavery means it has always captured various forms of exploitation. Over time the legislation may have been applied in areas way beyond those for which it was originally conceived and may not have been used when it would have been suitable to do so. As it has been nearly 10 years on since the introduction of the Modern Slavery Act, we would like to commission a research project that assesses how the law enforcement response has changed since the introduction of the Act and whether changes are required to improve outcomes for victims. The research should attempt to answer the following broad areas across the 43 police forces within England and Wales 1.1 What does the current police response to modern slavery look like and how has this changed since 2015? 1.2 How do the police interpret the legislation and what offences they apply it to? 1.3 How does police action in relation to modern slavery intersects with adjacent crimes? 1.4 How could the police response to modern slavery crime be improved? EVALUATION OF ADULT SERVICE MODELS AND CARE PATHWAYS IN NORTHAMPTONSHIRE
