Highways Temporary Traffic Management Framework

Westmorland and Furness Council is responsible for the strategic local services within the Council boundaries. The highways team within the Council is responsible for a highway's asset comprising over 4,343km of road: • 507 km of A Class Roads (Primary Route Network); • 1,606 km of B and C Class Roads (Non- Primary Route Network); • 2,230 km of Unclassified roads • 2,469 km of footways etc. • The Council also maintains the following list of structures: • 1075 council owned highway bridges • 56 council owned highway footbridges • 521 council owned and unknown ownership highway retaining walls. • 384 council owned highway culverts • 178 council owned highway culverts In house operational teams carry out a variety of maintenance works across the county. Maintaining the safety of the public and the Council's staff is a key consideration in delivering these works. Often these works require only very basic temporary traffic management measures which are carried out by the in-house teams. However more substantial works or works on busier streets require temporary traffic management works that are beyond their expertise and qualifications and require equipment not held by the in-house teams. Real Time Passenger Information System Upgrade & Ongoing Support

Plymouth City Council ("The Authority") is seeking suitably qualified and experienced suppliers to tender for the replacement of the city's Real-Time Passenger Information (RTPI) system to include Traffic Light Priority (TLP). This project forms a key part of the Authority's commitment to improving public transport infrastructure and enhancing the passenger experience within the city of Plymouth. The successful Supplier will be responsible for the supply, installation, and commissioning of the following components: • in-shelter displays. • pole-mounted displays. • additional displays at various key sites across the city of Plymouth. The system must be fully integrated and capable of delivering accurate, real-time information to passengers across the city of Plymouth. The contract will include ongoing support and maintenance for both hardware and software throughout the contract term, provision of all necessary data feeds to ensure accurate and timely information delivery, a web-based back-office system to enable the Authority to monitor system performance and manage display content, including manual overrides where necessary. A comprehensive reporting package must be provided to monitor and report on system performance, support compliance with targets set out in the Bus Service Improvement Plan (BSIP) and other Department for Transport (DfT) requirements, and also be adaptable to future changes in reporting needs and performance metrics for the duration of the contract. The solution must be scalable and flexible to accommodate future technological developments, policy changes, and evolving user needs.

YPO are looking for providers to be appointed onto a Dynamic Purchasing System (DPS) for the provision of road marking and surfacing products, equipment and services, retroreflectivity testing equipment and services. This includes but is not limited to the cleaning/removal of road markings, graffiti and surface treatments; the supply and installation of permeable surfaces, non-permeable surfaces and road traffic management installation and monitoring services associated with these works.
