Delivered in partnership with the Foreign Commonwealth and Development Office (FCDO), WFD has been engaged as the primary partner to deliver the Democratic Governance Centre of Expertise (CoE) alongside FCDO's Development and Open Societies Directorate.  The purpose of the Centre is to help the FCDO network and connect FCDO posts with expertise to better navigate and respond to democratic governance issues, challenges, and developments by serving as an authoritative source of expertise and insight, drawing on WFD's accumulated knowledge and evidence, and on input from our networks of partners and collaborators.

WFD delivers most of its expertise either in-house or through its continuously expanding Roster of Experts. However, as and when appropriate, WFD may elect to put out specific calls for experts and/or Invitations to Tender.

Due to the nature of the Centre's work, dealing often with extremely time-sensitive enquiries on specific / niche issues, WFD wishes to establish a panel of specialist suppliers to provide technical services from time to time to support WFD's delivery of the Democratic Governance Centre of Expertise in the event that expertise cannot be identified / secured internally or through WFD's Expert Roster.

The requirements for services may arise as part of WFD's regional or country democracy support programmes, and as part of its international or Parliamentary engagement work but are expected principally to arise under the Centre of Expertise on which basis this ITT has been designed upon.

Scope of work and deliverables

WFD is seeking one or more specialist suppliers for each of the following lots: 

Lot 1 - Expertise in Political Economy Analysis/es, assessments and approaches 
We require the services of the supplier(s) to: 
•	Support the Centre of Expertise in responding to FCDO Posts' enquiries for/on political economy / context and sectoral analyses.  

Lot 2 - Expertise in Media Freedom and Media Development 
We require the services of the supplier(s) to: 
•	Support the Centre of Expertise in responding to FCDO Posts' enquiries on and/or related to media freedom and media development. 

Lot 3 - Expertise in Rule of Law and Justice Sector Reform 
We require the services of the supplier(s) to:

•Support the Centre of Expertise in responding to FCDO Posts' enquiries on and/or related to the rule of law, constitutional law and / or justice sector reform.

Note that a period of dual contract running is planned in order to ensure an effective handover of assets and domain knowledge. The contract will be a non exclusive contract delivered via Statements of Work on time and materials, capped time and materials and a hybrid pricing model using capped time and materials and fixed cost elements for appropriate SoW's. The incumbent Space Weather Delivery Partner contract is due to complete in March 2026, therefore the Met Office wishes to engage with the Market to procure a replacement Delivery Partner contract.

HCC - 05/25 - The Provision of an Applicant Tracking System

Hertfordshire County Council is currently out to procurement for the Provision of an Applicant Tracking System The current contract for the provision of an Applicant Tracking System will expire in March 2026. The primary goal of this procurement is to secure a new contract that aligns with Hertfordshire County Council’s price and quality specifications. In November 2024, PPME was conducted under the PCR2015 ref: 2024/S 000-037432 and by consulting with the following groups: Suppliers registered with the Council’s e-tendering system completed a questionnaire. Other Local Authorities that utilise an Applicant Tracking System and Engagement with internal stakeholders who will be using the system The objectives of this engagement were to: Shape our requirements specification, Understand how the market has evolved and what new functionalities are available since the Council last tendered for this contract. Determine contract length and budgets that are suitable for both the Council and Suppliers, ensuring they align with our requirements. Assist with establishing timelines for the procurement process, including implementation and mobilisation period. Explore future innovations in the sector that could be incorporated into the contract during this term. Provide evidence to support our key requirement of making the system user-friendly and enabling the automation of processes to reduce manual administration. The findings from the PPME have been factored into the agreed tender process and supporting documentation. Since the Council published its PPME, the English Devolution white paper, was published in December 2024. It outlines the Central Government’s plan to reform local government. These changes are expected to occur during the tenure of this Contract, potentially altering the structure, shape and size of the organisation, though the specifics are currently unknown. Therefore, the services of this Contract may be expanded, contracted, or otherwise adjusted by mutual agreement with the successful Tenderer to reflect changes in local or regional priorities arising from devolution. Any changes shall be subject to a Variation procedure and priced accordingly and must be in accordance with public procurement legislation and Council contracting regulations. The Contract has not been split into lots as the Council is purchasing one solution to be managed by one central team, the Applicant Tracking System purchased will fulfil all our requirements and it is not reasonably practicable for it to be supplied by more than one Supplier.
