Description

HDR UK's Black Internship Programme has been running since 2021, providing opportunities for Black students and recent graduates in science, technology, engineering, and maths (STEM) subjects to gain meaningful insights into health data science, to encourage them to consider pursuing a career in this field, and thereby helping to improve diversity within the sector.

The Programme is now in its fourth year and provides participants with an 8-week paid internship with a host organisation in the health data science sector, including academic institutions, the NHS, and industry partners. To date, 315 interns have either completed or are in the process of completing an internship with a host organisation.

We are commissioning an independent review of the programme, to objectively determine whether it has met the intended outputs and outcomes.

Review objectives:

Evaluate the programme design and implementation, including the approach to engaging the target internship audience and host organisations.

Determine if the BIP has achieved its intended outputs and outcomes.

Understand the programme's value to and influence on HDR UK and the wider health data science sector.

Generate recommendations for the scope of the next iteration of the programme.

Review design:

We recommend the reviewers use the Context, Input, Process, Product (CIPP) framework to structure the review, as a well-established model for evaluation of educational programmes (Stufflebeam, 2003). However, we are also open to alternative framework suggestions made by the consultants.

Suppliers are invited to propose a detailed review methodology, utilising the CIPP framework, or something similar. We anticipate this will involve a mixed method approach, comprising a desk review of documents, qualitative and quantitative data collection and analysis using survey data gathered from programme stakeholders, descriptive analysis of quantitative programme data, and comparative analysis of similar internship programmes.

Deliverables:

1. Preliminary results workshop and validation of review findings

2. Evaluation report

3. Cleaned datasets of all data produced for the review

Upon receipt of the deliverables, HDR UK will be producing a manuscript for publication in such format it deems most appropriate. Tenderers are invited to provide input and suggestions as part of their tender into recommended format and/or potential contribution towards the production and publication of the manuscript.

Selection:

The format for tenders and selection criteria are provided in the tender documentation found in the link below. Tenders will be evaluated in accordance with the criteria set out in the documentation. The highest scoring tenders may be invited to an interview to clarify elements of a written tender.

Timings in relation to this ITT can be found in the ITT documentation at the link below.

All tender information MUST be submitted through the Jaggaer eSourcing Portal. Brief Description of Requirement UKSBS (Central Purchasing Body) on behalf of the Department for Science, Innovation & Technology (DSIT) (the Contracting Authority) wishes to establish a Dynamic Purchasing System (DPS) for the provision of Scientific research & advice for Government. UKSBS is managing this procurement process in accordance with the Public Contracts Regulations 2015 (as may be amended from time to time) (the "Regulations") This is a Services Dynamic Purchasing System (DPS). The Dynamic Purchasing System (DPS) shall be in operation until either the DPS exceeds its advertised value or an end date of 23rd February 2029, whichever occurs first. You can apply to join the DPS at any point and don't require any special IT equipment as a DPS eliminates unnecessary activity for you upfront. Full details of the DPS scope and Application information can be found within the notice attachments and within the attachment tab on the Jaggaer eSourcing portal How to Apply UK Shared Business Services Ltd (UK SBS) will be using the Jaggaer eSourcing Portal for this procurement. Technical Preparedness Study - Hydrogen Blends in the Northern Ireland Gas Distribution Networks

The Northern Ireland Gas Distribution Network Operators (DNOs) (i.e. firmus energy (Distribution) Limited (firmus energy networks), Phoenix Energy Group Limited and SGN Evolve Network Limited), along with Transmission System Operators - Mutual Energy and Gas Networks Ireland (UK) - have established a pathway to decarbonise the NI Gas Network by 2050. To support this pathway, we have developed an extensive programme of research projects to support our preparations to accommodate large volumes of renewable gas. The objective of this project is to establish the readiness of NI's gas distribution networks to accept hydrogen and natural gas blends including assessment of pressure reduction stations, primary meter installations and the impacts on larger end user downstream systems. The project will aim at the outset, to maximise the draw down of relevant evidence and data from publicly available hydrogen related trials, testing and research work and other industry sources thus enabling focus to be placed on identifying and addressing gaps in data, equipment performance verification and materials testing that are specific to the NI gas distribution networks. The NI DNOs are therefore seeking a qualified and suitably experienced consultant to establish the technical and safety readiness of the NI distribution networks and end user downstream systems to accept hydrogen. Whilst the immediate priority is to identify the limits of existing gas infrastructure and end user downstream systems for hydrogen blends of up to 20% by volume, this project work shall not preclude consideration of 100% hydrogen where this can be practically, and cost effectively covered in assessments and investigative works. The final outcome of this project is expected to be a detailed and comprehensive report on the current hydrogen ready status of NI gas networks and metering assets that identifies and quantifies safety risks and mitigations, with a prioritised and cost estimated roadmap outlining the requirements for network modification or replacement, recommended areas of further testing/research work and associated expenditure, as necessary, to safely facilitate injected hydrogen.
