Description
Westminster City Council undertook a mini competition under the Procurement for Housing ("PfH") Responsive Repairs and Void Property Services Framework, a national procurement consortium dedicated to the social housing sector split into five lots. In this instance, the Council relied on Lot 2 - Void Property Refurbishment which provide end-to-end management of refurbishment works (internal and external) required within empty properties. Lot 2 includes 15 experienced contractors for Inner London where the majority of suppliers are small or medium enterprises (SME). All 15 framework suppliers were invited to express interest, and ultimately 13 framework suppliers were invited to the opportunity. The Council received seven bids by the due date. However, one bid was non-compliant and excluded from the evaluation process. The evaluation criteria was 70% Quality/Technical and 30% Price/Commercial. Modern slavery, social value and carbon reduction commitments were included in this procurement activity. The main contractor will be responsible to undertake refurbishment of newly acquired properties for use as temporary accommodation over three years from 01 July 2024 to 30 June 2027 with the option to extend for up to an additional three years to 30 June 2030 at the Council's discretion. The main contractor will provide a dedicated resource to support the programme delivery, labour, and materials to refurbish properties to a defined standard and manage sub-consultants and sub-contractors as required.
