Description

The All Wales Medical Genomics Service are relocating from the University Hospital of Wales to CIGC in October 2024. To support this relocation, outsourced testing is required to provide continued support across Wales due to downtime of laboratory testing activity. The initial plan was to utilise laboratory space across NHS functions within the United Kingdom. However, due to late changes in capacity of these laboratories this is no longer feasible. Hence, the decision has been made to single award due to timescales preventing full tender and utilise Synlab Laboratories given they are familiar with AWMGS processes and able to provide the capacity and quick turnround required.

In-Vitro Testing of New Psychoactive Substances (IVT-NPS)

Dstl have a requirement to procure a service for in-vitro testing of potentially psychoactive substances to support the implementation of the Psychoactive Substances Act (2016) hereafter referred to as the PSA. The testing involves pharmacological testing on immobilised cloned human cells against suspected psychoactive substances. The PSA makes it an offence to produce; supply; offer to supply; possess with intent to supply; import or export a psychoactive substance. In order to make provisions to support the Act there is a requirement to conduct in-vitro testing of Test Substances. This technical specification focuses on in vitro bioassays subdivided into binding and functional assays. The Supplier is required to conduct in vitro bioassays using relevant, robust and efficient receptor binding assay, transporter uptake/release and functional assay methodology for the selected molecular targets. This involves laboratory testing of substances to an accredited standard and preparation of test reports and associated documentation to support the criminal justice system. The Supplier may be expected to attend court but ordinarily the results are interpreted by an expert witness who will perform this function, if required, based on their statement to the court.

Nominated Test Laboratory for the Assessment of Submissions of Chemical Irritant Sprays

Services: The Secretary of State for the Home Department (the 'Home Office') requires a test facility to conduct independent assessment of submissions of police chemical irritant sprays based on Pelargonic Acid Vanillylamide (PAVA) which will consist of a technical file review, conducting testing and reporting in accordance with Home Office Standard for Police chemical Irritant sprays: PAVA, Publication Number: 23/14 (here on in referred to as the Standard) and Home Office Certification for Police Chemical Irritant Spray: PAVA. Process and Guidance Document (here on in referred to as the Guidance Document). The test facility will act as the Nominated Test Laboratory (NTL) in accordance the Guidance Document. Procurement Process: This procurement will be managed electronically via the Home Office's e-Sourcing Portal (JAGGAER). To participate in this procurement, participants must first be registered on the e-Sourcing Portal. If you have not yet registered on the e-Sourcing Portal, this can be done online at https://homeoffice.app.jaggaer.com by following the link 'To register click here'.
