Description

The current Home Care Framework (currently named the Domiciliary Support Service) is due to expire on 6th October 2024 with procurement planned for October/November 2023. The contract had the option to extend for up to two years, and these have been utilised. The current jointly commissioned Framework began on 9th October 2017 and is supported by the Leicester, Leicestershire and Rutland NHS Integrated Care Board. A commissioning review has been undertaken to re-procure this statutory provision. A multi-disciplinary programme board has overseen the review arrangements which are led by senior officers in the ASC strategic commissioning team. Members include representatives from the Integrated Care Board and NHS Midlands & Lancashire Commissioning Support Unit.

The tender opportunity for the provision of ASC0288 - Home Care Service was advertised on 15th November 2023. The deadline for submissions was 2pm on Tuesday 19th December 2023. In February 2024, due to reasons beyond the Council's control and in line with section 4.22.10 of the ITT (Part One) document, the decision was made to abort the current procurement process ASC0288 - Home Care Service Leicester. A final award will therefore not be made, and the procurement process has been terminated. 

A new procurement exercise for homecare services went live on 26th February 2024. The indicative timeline indicates that contract award won't take place until September/October 2024, which does not leave enough time to mobilise contracts, before the existing contracts expire on 6th October 2024. This is a statutory service, and the waiver is required to bridge the gap between the current contracts ending and the new arrangements being in place after a compliant procurement exercise.

Northamptonshire Children's Trust (hereafter referred to as the "Children's Trust") is re-opening their Dynamic Purchasing System (DPS) for the supply of services in respect of this requirement. Services will be categorised by the following lots that are described further in the specification: Lot 1: Independent Fostering Agency placements for Children in Care - Category 1.1 - Standard - Category 1.2 - Enhanced - Category 1.3 - Complex Needs - Category 1.4 - Emergency - Category 1.5 - Transition to Family Care from Children's Homes - Category 1.6 - Parent and Child Lot 2: Children's Homes placements for Children in Care - Category 2.1 - Standard Homes - Category 2.2 - Specialist Homes - Category 2.3 - Complex Needs - Category 2.4 - Emergency Potential Providers can apply for one or more Lots and Categories. Please note: this contract originally started on 1st February 2024. The Light Touch Regime (LTR) applies to the Services under this DPS, as per Public Contracts Regulations 2015.
