Description
ECC have approved a net zero carbon and retrofit strategy as part of their overall planned capital programme of works. In order to develop this strategy, the client team have agreed to develop future specification of works and to develop a long-term retrofit strategy investment plan, to help understand its future liabilities and deliver its strategic/corporate aims. The project will be targeted at some of the client's fuel poorest stock and it is proposed to be integrated alongside fabric improvement works. These works will help ECC to improve the energy efficiency (EPC and SAP ratings) of these properties, and reduce carbon emissions in line with new government targets and corporate objectives and assist their tenants to significantly reduce their fuel bills by: - Improving the thermal performance to the fabric of all buildings - Providing affordable warmth and heating for tenants - Provide on-site generation to assist reduction in energy consumption - Reduce potential of cold bridging points and condensation/mould - Improve ventilation and comfort for tenants where applicable - Assist with the education and behavioural change for tenants - Maximise green initiative capital & revenue funding where possible The Principle aim of the contract is to support the strategic net zero and retrofit strategy, with the specific aims of elevating the SAP & EPC ratings of ECC's housing stock to achieve the most financially practicable and reasonable amount of carbon savings possible. In turn the results from the works will be monitored and managed to help inform future asset investment strategy. The carbon reduction and energy efficiency measures will be targeted across the whole stock and will be elevated to at least a Band C (SAP 69) rating but it is estimated that we will exceed this target with a number of properties achieving a Band B rating. From time to time this specification may be added to, modified or amended. The Contractor should use this specification to develop the works programmes and validate existing SOR or approved framework rates. This Contract was procured via SWPA LHC Whole House (WH2-WS2) Framework. 2 Year initial Contract with up to 2 period of 12 month extensions.
