Description

The Authority invites suitably qualified and experienced Contractors to enter into a Framework agreement (Framework) for the delivery of its Scaffolding requirements (the Works) The Framework arrangement will consist of an initial term (period) of 2 years, with 2 further option(s) to extend up to 12 months each at the sole discretion of the Authority. This Framework Contract will ensure availability of skilled Contractors to deliver the Planned and Responsive Works requiring differing values and complexities as required for the Framework Contract. Successfully awarded Contractors will be required to work together with North Tyneside Council (the Authority) to drive improvements and support the aims and ambitions of the Contract. Essential accreditations include full NASC membership, Advanced Scaffolders CISRS card and have as a minimum five years practical experience for all scaffold supervisors.\r

It is intended that there will be either :\r
2 lots on the Framework: Planned Works (Lot 1) and Responsive Works (Lot 2) (including Housing and Commercial Buildings)" or\r
1 Lot, with no division of Lots providing the full service (lot 1 and Lot 2) with one overarching framework arrangement, Lot 3.\r
The Authority will review the submissions to the opportunity to tender and decide which represents best value for money before deciding whether to split the work into two lots.\r

The main areas of activity may comprise of, but not exclusively be limited to\r
Works required under this framework may include, but are not limited to :\r
• Liaison with the Authority's Design Team, Estimators and other Authorised Officers\r
• Liaison with other Contractors\r
• Scaffold Calculations (as required)\r
• Full Independent Scaffold Erection\r
• Working Platforms\r
• Access Stairs\r
• Hoists\r
• Loading Platforms\r
• Flying Scaffolds\r
• Tied Scaffolds\r
• Cantilever Scaffolds\r
• Scaffold Sign Off and Tagging\r
• Modifications and Adjustments to Existing Scaffolds\r
• Temporary Building Protection\r
• Boarding, Walkways, Kick Boards, Netting and other accessories\r

Following this tender exercise, it is envisaged that up to 3 Contractors per lot will be appointed to the Framework.\r

Responsive Repairs Works will be awarded to Ranked 1 Contractor for the initial twenty four months duration of the Framework. The Authority reserves the right occasionally to benchmark requesting prices from the Ranked 2 and 3 Contractors to ensure best value. Prices and rankings will remain fixed for the first twenty four months (two years) of the framework. The Authority will carry out an Annual Mini Competitions with all Framework Contractors to ensure best value which may result in the re-ranking of the Framework during the final 24 months of the Framework should the Authority decide to extend.\r
