The West Yorkshire Combined Authority would like to procure consultant support to review the Commercial Model of the Leeds City Bikes project.  The Review will investigate the following:  Review the Business Case against latest market developments  Review commercial assumptions of the business case  Benchmark the project against similar schemes.  Provide lessons learnt for Leeds City Bikes  Review available user feedback  Identify the future scenarios of the scheme   Outputs:  A business plan from August 2028 until March 28
