Description

North of England Commissioning Support (NECS ) is a care system support organisation working for and on behalf of NHS England - North West Specialised Commissioning and NHS Lancashire and South Cumbria Integrated Care Board - (Lead ICB), NHS Cheshire and Merseyside Integrated Care Board, and NHS Greater Manchester Integrated Care Board (the Relevant Authorities), who undertook a competition to commission a Host Organisation - to deliver and manage the North West Adult Critical Care Transfer Service.
This is a Provider Selection Regime (PSR) Contract Award Notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 did not apply to this award.
The contract term was for a period of 5 years. The Host Organisation contract was to be awarded by November 2024, and full mobilisation of the service would have been confirmed in line with the awarded Host Organisation's mobilisation plan (phase 5 - go live).This was anticipated to be between 1st April 2025 and 30th September 2025, notwithstanding any supply issues to mobilise the service. The five-year contract would have commenced on the 'go live' of the NW ACCT service.
The closing time and date for submission of competition response was 12:00 Noon on 06/09/2024.
NECS did utilise an electronic tendering tool to manage the competition and communicate with potential providers. Accordingly, there was no hard copy documents issued to potential providers and all communications with NECS, including response submissions, was conducted via the Atamis portal at:

Competition documentation was available on the e-tendering site from 12:00 Noon on 07/08/2024.
Potential Providers were advised to look for NHSE1039 - North West Adult Critical Care Transfer Service Contract No C298411.
The Host Organisation was required to provide all the requirements within the annual financial threshold of 5.66 million GBP and the successful Host Organisation should be an NHS Acute Trust (or equivalent) who is CQC registered for the provision of General Adult Critical Care Services. Please note after award and before the commencement date the successful provider was required to occupy and deliver the service from a base located within the North West.

Tender for Strategic Partner: Delivery of Residential and Nursing Care in Gloucestershire County Council Estate.

Gloucestershire County Council are seeking to procure a partner for the delivery of Residential and Nursing Care Services in 5 homes. The authority intends to award Master Service Agreement (MSA) A five-year contract commencing on 01 February 2026 and expiring on 31 January 2031, with the option for the agreement to be extended by up to five years initially and then for further periods of up to five years if mutually agreed by the Parties such that the Expiry Date is the last day of the current extended Term, provided always the Expiry Date shall be no later than 31 January 2040. This contract is being procured under the Light Touch Regime. The Council will issue statements of services for the first five homes and the Council may issue statements of services for further Homes in the future depending on requirement. The Council may, during the term of the contract require services be provided at additional Homes. In the event that the Council issues a Statement of Services for one or more Homes in addition to the initial tranche of five Homes, the Statement of Services Fee will be based on the prices stated in the Pricing Schedule, taking into account the indexation applied by the Council to its bed rates in the period from the Commencement Date plus any other reasonable increases in the Provider's pricing due to external factors such as minimum pay rates and inflation. The preliminary market engagement was conducted ( over 12 months) prior to the commencement of the Procurement Act 2023; a Preliminary Market Engagement Notice was therefore not published
