Lambeth Council, on behalf of all London Boroughs are seeking to commission an engagement and outreach service that will help deliver the London HIV Prevention Programme (LHPP)'s aim to reduce new HIV diagnoses and preventable HIV deaths in London. Lambeth Council hosts the LHPP and acts as the lead commissioner on behalf of the London boroughs (as set out in the Memorandum of Understanding (MOU) between Lambeth and individual London boroughs) and governed by the LHPP board. All London boroughs contribute to the LHPP programme based on proportionate local HIV prevalence. The engagement and outreach service will work closely with key population groups with the greatest needs across London. This will include providing a range of evidence-based interventions that meet the HIV prevention needs of the wider GBMSM as well as an enhanced provision for GBMSM with intersectional characteristics. The GBMSM engagement and outreach service will contribute towards the LHPP aim by providing early access to HIV testing, supporting the promotion of regular condom and PrEP use, and promoting U=U (known collectively as HIV combination prevention methods). The Contract will be let for 2 years commencing in April 2025. We welcome suitably experienced organisations to deliver this service within the voluntary, charity, and social enterprise sectors, including consortiums. Bidders must have the capacity, resources, and expertise to deliver the service, reflecting the demographics and health inequalities within London. The service will be delivered by well-trained, professional staff.
