Description

Awarded using Crown Commercial Service RM6100 Technology Services 3 Framework, Lot 3a End User Services following a further competition process with a voluntary standstill period.

Ofwat is seeking for the first time, an outsourced IT Supplier partner for 2 aspects of IT Services: Service Desk, and End User Compute. This is a new approach to delivery of IT Services in Ofwat and can be considered a significant change for our people.

The Contract is for 3-years fixed initial term with option to extend in periods for up to 24 months as (2) terms of one (1) year.

The budget for this contract is up to £200k excl VAT per annum for the initial 3-year term. It is Ofwat's expectation that any uplift post the 3-year term would be in line with CPIH at the prevailing rate.

Our requirements will cover the background and context for each and are split into the following sections:

•	The two Services to be outsourced:
o	Service Desk
o	End User Compute (EUC)

•	Service and Support Requirements for these two Services

The ultimate aim is for a supplier to provide Services to Ofwat that:

•	support our end users who work in a hybrid way at home and at our two offices - Birmingham (Head Office) and Canary Wharf, London;
•	delivers, supports and maintains our end user device estate;
•	gains coverage and resilience from a supplier's wider resources to support our services;
•	capitalise on the Supplier's experience with these IT services to continually improve the efficiency and effectiveness of these IT services; and
•	potentially gain access to the Supplier's broad range of professional resources for rapid 'time to market'.

Whilst the organisation is small, between 250 - 300 people, Ofwat's people are geographically dispersed across the UK with 2 offices, the primary office being Birmingham and a satellite site located in Canary Wharf, London. As part of our strategy refresh we have been challenged by the UK Government to assess our regulation approach. We submitted a bid to HM Treasury for an increase in headcount and have had approval to proceed. We do not know the full impact but it will be in the region of an additional 100 FTE which will be recruited to over the next 12-18 months. At the time of this ITT publication, it is unknown whether there will be further deviation in these numbers post the 18 months.

The funds are distributed across the sport and physical activity ecosystem, a complex network of over 100,000 organisations of different sizes and types. This network of organisations provides the opportunities that already underpin the activity habits of millions of people and the athletes that progress through talent development pathways. Having a fit for purpose technology system for investment administration is therefore essential for Sport England to deliver its strategic ambitions and role as a funding distributor. The technology system underpins a substantive part of Sport Englands operation, and as a result needs to balance key operating tensions including: Strategy ambitions and stakeholder expectations: The launch and continued support for Uniting the Movement signals both the sector engagement and expectations for delivery of the strategy including ease of access to funding. Maximising efficiency and productivity in investment will enable effective delivery within the constraints. Government functional standards and best practice: Rightly government require standards to be achieved for grant administration including counter-fraud. Proof of Concept Delivery: A limited time period Proof of Concept (PoC) has recently been delivered prior to this phase. This has demonstrated the approach and functionality can be successful, and the build created will be extended to form the basis of the next phase of development. The PoC contained some limited functionality for the investment management journey in the system. Digital Directorate Partner – Networks, Security & Applications Management

Scottish Water Digital Directorate is dedicated to delivering digital and technology services that provide measurable value to our core business operations. Collaborating closely with our business partners, we focus on supporting our three strategic objectives. We have successfully implemented a cloud-first strategy, replacing many of our legacy enterprise applications with evergreen SaaS solutions. Our primary cloud platform, Microsoft Azure, serves as the foundation for building and running innovative solutions.

Analytics and data science are at the heart of our offerings, and data and information management is a key capability of the Digital Directorate.

Scottish Water is also modernising our network offerings, adopting a software-defined network approach. To meet emerging business, customer, and regulatory demands, we require a digital supply chain that facilitates rapid solution delivery while supporting the ongoing maintenance and modernisation of our infrastructure. We adhere to industry best practices, ensuring compliance with data and technology regulations applicable to a public body in the water sector, a critical component of national infrastructure.

The convergence of IT, Smart IoT Technology, and Operational Technology (OT) is accelerating. Our assets are increasingly connected to the internet through a growing array of sensors, offering opportunities to enhance services, improve data analytics, and reduce costs and carbon emissions via an intelligent asset base. Compliance with regulatory standards, is essential and supplier partnerships that seamlessly integrate these complex digital innovations with engineering practices across capital investments are crucial.

Scottish Water seeks supplier partnerships that operate at scale, with extensive experience and expertise. We value suppliers who can manage a broad supply chain and engage with niche providers as needed. Our partners should be integrators and expert advisers in AI, automation, digital twins, and other relevant technologies.

We aim to establish relationships with partners who have strategies supporting modern engineering practices like Platform Engineering, DevOps, CI/CD, Automation, Software Defined Networking, Zero Trust, and IT/OT convergence, ensuring secure technology transformation.

Scottish Water is inviting partners to collaborate with us in the following areas, which align with the offerings we will present to the market:

Networks & Security (Master Service Agreement)

Our preference is for converged network and security services in line with our approach to exploit software defined networking. Bidders with capabilities in security services or network services only are however encouraged to pre-qualify. Scottish Water will determine direction on converged or discrete services post PQQ. Bidders for these lots will be assessed on their ability to deliver change projects.

This category also includes a requirement for interim on-premises data centre support. However, the specific arrangements for this will be decided after the PQQ process, and bidders without data centre support capabilities will not be at a disadvantage.

Applications Management (Master Service Agreement)

Service includes applications management for core line of business (LOB) applications along with a service that supports business critical Azure cloud applications, integrations and analytics solutions, along with the enterprise-scale platform they consume. We also require a service that supports our M365 platform and its components. Bidders may pre-qualify across all Lots under this service or select the LOB services only or the Microsoft Azure and M365 support services only.

Scottish Water are considering insourcing the Service Desk function, but remain interested in the opportunities that the market can offer before finalising decision.
