Description

Awarded using Crown Commercial Service RM6100 Technology Services 3 Framework, Lot 3a End User Services following a further competition process with a voluntary standstill period.

Ofwat is seeking for the first time, an outsourced IT Supplier partner for 2 aspects of IT Services: Service Desk, and End User Compute. This is a new approach to delivery of IT Services in Ofwat and can be considered a significant change for our people.

The Contract is for 3-years fixed initial term with option to extend in periods for up to 24 months as (2) terms of one (1) year.

The budget for this contract is up to £200k excl VAT per annum for the initial 3-year term. It is Ofwat's expectation that any uplift post the 3-year term would be in line with CPIH at the prevailing rate.

Our requirements will cover the background and context for each and are split into the following sections:

•	The two Services to be outsourced:
o	Service Desk
o	End User Compute (EUC)

•	Service and Support Requirements for these two Services

The ultimate aim is for a supplier to provide Services to Ofwat that:

•	support our end users who work in a hybrid way at home and at our two offices - Birmingham (Head Office) and Canary Wharf, London;
•	delivers, supports and maintains our end user device estate;
•	gains coverage and resilience from a supplier's wider resources to support our services;
•	capitalise on the Supplier's experience with these IT services to continually improve the efficiency and effectiveness of these IT services; and
•	potentially gain access to the Supplier's broad range of professional resources for rapid 'time to market'.

Whilst the organisation is small, between 250 - 300 people, Ofwat's people are geographically dispersed across the UK with 2 offices, the primary office being Birmingham and a satellite site located in Canary Wharf, London. As part of our strategy refresh we have been challenged by the UK Government to assess our regulation approach. We submitted a bid to HM Treasury for an increase in headcount and have had approval to proceed. We do not know the full impact but it will be in the region of an additional 100 FTE which will be recruited to over the next 12-18 months. At the time of this ITT publication, it is unknown whether there will be further deviation in these numbers post the 18 months.

Domain Name Service (DNS) Solution

The BBC is seeking to procure an Internet-facing authoritative DNS (Domain Name Service) solution. The purpose of this solution is to ensure BBC Online and related services continue to remain available in the UK across the globe. Due to the critical nature of this service to the BBC’s online presence, it is essential the BBC has direct access to the technical and operational teams responsible for providing the DNS services. To ensure service continuity and the necessary level of technical expertise, the BBC will not accept tender submissions from third parties, such as resellers. The BBC will instead only accept submissions from DNS infrastructure providers capable of delivering the service directly. Currently, the high availability design of BBC Online relies heavily on DNS for load balancing across different service architectures, failover responses in the event of service problems, and ensuring the best possible audience experience by routing clients to the most appropriate services that can respond to their requests. The solution will aim to provide: 1. The necessary DNS resolution capacity to satisfy current global query levels, and to withstand large-scale DDoS attacks against DNS without affecting availability or performance 2. Increased resilience to global DNS network failure or service problems by provision of two logically and physically separated DNS resolver networks. 3. Increased resilience to volumetric DDoS attacks by including additional network edge intelligence such as IP reputation data in the dynamic configurations. 4. Increased service analytics & insights into DNS usage to inform operational monitoring and business reporting.

The MDMS must be able to integrate with the smart metering solutions being procured through this parallel framework and provide functionality that reflects the unique market conditions in Scotland.

The MDMS platform is required to:

Manage the potentially diverse smart meter estate; where the MDMS will support in the overall configuration and management of the estate and the information it produces

Aggregate smart meter data and alerting information to enable the management of the metering system and provision of meter data for consumption by external/internal stakeholders.

Meet stringent security and resilience needs.

Support Scottish Water’s demand reduction target of 80MLd.

The scope of this MDMS procurement includes:

Provision of core capabilities: system implementation, maintenance, and support services. The MDMS platform and its associated environments are a central hub for reception and transformation of meter data that is moved to Scottish Water platforms. Scottish Water require 3 environments (for development, testing, and production); however, this may change subject to the level of customisation and configuration of the MDMS.

Data analytics and reporting capabilities.

Integration with the HES and other supporting systems and the management of key data items across the smart metering value chain.

Integration with existing analytics and data fabric capabilities at Scottish Water in a Data Lakehouse architecture with hybrid fabric capacity.

Data sharing capabilities for internal and external stakeholders (e.g. provision of meter read data to retailers).

It is expected that the successful Bidder will provide a cloud-based MDMS solution in alignment with Scottish Water's cloud-first strategy, with appropriate integration capabilities.
