Awarded under the Ofwat Consultancy Framework, Lot 4: Water Engineering Science and Technology.

We require the development of up to 10 scenarios against which we are able to test how fair shares might operate. These scenarios should set out the operational impacts on both the exporter and importer of those operations from the circumstances that arise, including impacts on their assets and customers. Using this we will evaluate the impacts of the fair shares arrangements on operational decision and outcomes.

For example, the impact of an open water transfer on a water course, or a transfer from a reservoir and if the transfer would have to cease at a particular flow level or could have an impact on future operations if it were to continue.  

The Supplier Personnel will be working alongside and reporting to RAPID staff. This project will support that of the existing RAPID Regulatory and Commercial team working on the development of the fair shares approach. The Supplier Personnel will be expected to join a short progress meeting once a week.

Key Deliverables and Outputs
Production of up to 10 written scenarios (draft and final versions) with each setting out: 

•	A different situation in which fair shares could operate - such as drought order / TUBs in place for the exporting water company, but not for the importing company; or an operational incident for the exporting company.
•	The range of engineering / operational issues which might be occurring because of the situation - such as operational challenges for reservoirs or drought orders.
•	The effect of fair shares on both the exporting and importing water company operations.
•	Anything significant that is missing from the list above subject to Ofwat's agreement in advance.
