Description

The Council of the London Borough of Waltham Forest ("the Authority") are seeking Tenders from suitably experienced and qualified organisations for the Contract for the provision of a befriending service. 

The contract shall commence on 1st January 2025 and shall continue up to and including 31st December 2026 with the option to extend by a further two 12 month extensions up to 31st December 2028 ("the Contract Period").

The Authority is seeking to appoint a provider(s) to deliver a befriending service to residents within London Borough of Waltham Forest. The service will deliver a minimum of 190 active befriending matches a year. The Authority may vary this Contract over the Contract Period to increase capacity based on residents need. The Service will collaborate with the existing LBWF, Health and VCSE organisations to support the wellbeing of clients to reduce so isolation and meet client goals to build independence and resilience. 

The service is targeted at those aged over 18 that are known to Adult Social Care and partner organisations to deliver the following outcomes:

•	Reduce experience of loneliness/social isolation
•	Increase the independence of individuals
•	Support individuals to increase their resilience
•	Help to build positive connections and networks
•	Support mental & physical wellbeing
•	Increase the diversity of volunteer characteristics and experience to support befriending needs.

The duration of the contract will be for twenty-four (24) months with the option to extend by a further two 12 month extension (24), total maximum contract length will be forty-eight months (48).

The maximum budget available, over the potential four-year contractual period, including any extensions is £752,000.00. The maximum contract value per annum is therefore, £188,000.00.

Reopening the Home Care Support Framework (Flexible Framework)

Bracknell Forest Council is reopening the Home Care Framework. The Council is inviting applicants to join the Framework for the provision of home care services. The Framework is used by the Council as a means to advertise, tender and award 'call-off agreements' for services that have common characteristics e.g. packages of care. The original framework commenced in April 2022. The framework could be reopened at the Council's discretion. The expiry of the framework term is 30 September 2027. The service is intended to support individuals aged 18+ who live within Bracknell Forest and meet the eligibility threshold for care and support as set out in the Care and Support (Eligibility Criteria) Regulations 2014 for the Care Act 2014. Individuals will have a range of care needs, including complex and challenging behaviours. The service includes activities such as personal care, discharge to assess and supports the reablement of individuals following hospital admission. Although provision is for 18+ this specific service is primarily and foremost a regulated activity for the 65+, delivered by CQC registered providers. Support to individuals with Learning Disabilities (referred to as 'Supported Living' in Bracknell Forest), is provided through a set of separate market arrangements and so is not in scope for this tender. The Council is making use of the allowances of the Light Touch Regime of the Public Contracts Regulations allowing for the procurement procedures to be run in a way that does not conform to standard procedures so long as the principles of transparency and equal treatment are maintained. Early Help Disability Support Service

The provision of the Early Help Disability Support Service to Bridgend County Borough Council Bridgend County Borough Council is seeking to procure an experienced provider to deliver specialist Early Help parenting support to families where there is a disabled child or children. Eligibility for the service will be in line with criteria for the Welsh Government’s Families First and Early Intervention Parenting Support Programmes. We wish to appoint a provider that is an expert in the field. The work will involve coproducing a programme of interventions and activities which complement and work alongside the Council’s own Early Help Hubs. The key objectives of the service are: • Provision of professional advice and guidance on managing the effects of Disability on the family. Supporting the whole family to enable them to thrive. • Providing appropriate parenting support in relation to coping strategies for challenging behaviour. • Promoting independence and resilience in the community. This will be achieved primarily by the provider delivering evidence-based parenting courses, group-based workshops, and individual in-depth coaching where appropriate. The provider will work directly with parents and families. Parents and carers will be provided with support to share experiences and build peer networks, reducing isolation and strengthening family resilience. Contract term: 24 calendar months from 1st April 2026, with the option to extend up to a further 24 months.
