Description

RMBC require a suitable Contractor to carry out all associated design and construction readiness in relation to Stag Inn Junction, Wickersley Road Sustainable Travel, Broom Road cycleway extension and Moorgate Active Travel Scheme.

This is a 2 stage full design and build via YORCivil3 Framework Lot 3 with the contractor responsible for the following:

•	A6021 Broom Road / Wickersley Road - provision of 2x bilateral unidirectional cycleways and bus priority measures along Broom Road / Wickersley Road between the Broom Road / Fraser Road priority junction and Brecks Roundabout, as well as associated improvements to crossings and junctions within this contract. 

•	Stag Roundabout - provision of segregated cycle routes and controlled crossing facilities on each arm of the roundabout. These facilities will connect into the new cycle routes that are proposed on the A6021 Wickersley Road arms of the junction whereas transitions onto the carriageway will be provided onto the northern and southern A6123 arms. 

•	Moorgate - implementation of traffic calming measures on Broom Lane, Brunswick Road, Beaconsfield Road and Broom Valley Road to reduce traffic levels, speeds and manage on-street parking in areas that are served by Broom Road cycleways

Stage 1 (Design and Pre-Construction) expected to be completed within 12 months, with an option to extend into stage 2 works for an estimated 18 months and a potential value in the region of £6 - £8million.

Leeds City Centre Heat Network

Leeds City Council ("LCC") is seeking via this Procurement to appoint a Development & Funding Partner to develop the Leeds City Centre Heat Network ("the Network") under a Development Agreement ("DA"). The Network will be a large-scale, low carbon heat network serving the Leeds AZP Area ("the Project"). The Development & Funding Partner will enter into the DA with LCC to undertake development activities during the Development Period. The Development & Funding Partner will be responsible for further development activities, funding and delivering the Project under the SHA, as the Development & Funding Partner. LCC will hold a Golden Share under the SHA. LCC (in its own right and via its wholly owned subsidiary) is the owner and operator of the Leeds PIPES heat network ("Leeds PIPES"). LCC may elect to offer to transfer Leeds PIPES to the SPV on a cash or equity basis after execution of the SHA and in accordance with the terms of the SHA.
