The UK National Screening Committee (UK NSC) advises Ministers and the NHS in the 4 UK countries on all aspects of screening. The UK NSC makes recommendations on whether or not to introduce screening programmes for over 100 conditions. The evidence team, part of the UK NSC Secretariat, hosted by the Department of Health and Social Care, is responsible for managing the evidence review process to ensure UK NSC recommendations remain up to date.

The Department of Health and Social Care is looking to appoint a contractor/s to delivery evidence models which are mathematical frameworks used to estimate things such as costs and health effects of a given screening intervention. 
This contract has been divided into 2 distinct lots. Each lot corresponds to a specific evidence model.

Contract term: 
Lot 1   HTLV - Threshold Analysis: 12 months with the option to extend for up to further 2 months.
Lot 2   Lung Modelling: 5 months with the option to extend for up to further 2 months.

Estimated contract value (including extensions) for all the lots (2) is: £165,800 (excluding VAT), £199,000 (inclusive of VAT).

The contracting authority considers that this future opportunity may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.

Review of Natural Capital Reporting

The Environment Agency Natural Capital Team, part of the Chief Scientists Group, is commissioning a review of how natural capital is used in environmental reporting. This project will support a new workstream exploring where a natural capital framing of ecosystem services and benefits can be used in reporting to help us achieve our goals for environmental improvement. The project will focus on the water environment including rivers, streams, lakes, ponds, groundwater, coasts & estuaries. Objective 1: Review how natural capital has been applied in environmental reporting across a range of scales and actors - focus on the water environment. The work should review what is being done, who is doing it, for what purpose, what's worked. It should note patterns/trends across different scales (e.g. supra-national, national, local) and sectors (policy, private, third sector) in how natural capital is (and isn't) being applied into reporting. We are also interested in approaches taken in other countries with similar policy and regulatory approaches to the water environment. Objective 2: Identify opportunities where the Environment Agency can apply similar approaches to achieve our goals to improve the water environment. Based on the literature reviewed, the contractor should identify opportunities where the Environment Agency could explore the use of natural capital in reporting to incentivise protection and improvement of the water environment. We anticipate that the project will require searches of databases of scientific literature, grey literature and the identification and review of reports by key advisory bodies. The final reports and outputs are required by 31st March 2025. Q2 The RFQ refers to developing "experimental natural capital reporting with customers". Please could you clarify who the customers are? Answer: The RFQ contains context about the wider 'Natural capital reporting workstream' as well as the specific 'Review of Natural capital reporting' project that is being commissioned. The stakeholder sits within the wider workstream. Over the next year or so, the wider workstream will, eventually, pilot/trial how we can complement how we report on the water environment with a natural capital lens (i.e. the ecosystem services and benefits we gain from the water environment). The customer engagement work sits within this wider workstream and involves conversations with Environment agency teams that lead on reporting, including our Environment Agency Annual Report & Accounts, as well as how we report against statutory requirements (e.g. Water Framework Directive 'classifications') and policy targets (e.g. Defra Outcome Indicator Framework which measures progress towards the Defra 25 Year Plan goals). This contract is for one element of the wider workstream, it is to review how natural capital is currently used in reporting, and using that insight to suggest opportunities/avenues of exploration that the EA should follow. It is a foundational piece of work to help us understand what's been done already and give us some pointers of what to do next.
