Description

The MCA needs to comply with environmental policy, legislation, and regulation (PLR) when sponsoring and delivering infrastructure. To date we've assessed environmental PLR on a project-by-project basis, but we wish to be a well-informed intelligent client at the programme level as well to ensure we are getting best value when commissioning contractors - in addition to achieving compliance. 
We also need to ensure we align with the environmental policy and standards of our local unitary authorities.  
This work will provide a full assessment of the environmental PLR that the MCA needs to comply with or should require compliance with, and how to comply in practice with a concise detailed guide, in our roles: 
A.	As a direct deliverer of projects (where the MCA is the client for delivery, where we are directly commissioning construction or services.) 
B.	As a sponsor, grant funder of external parties who are the delivery agent / clients (this will include other Local Authorities who would be under the same requirements as identified under A but may include private sector entities or other government agencies)

EBC is currently in the process of agreeing Heads of Terms for the acquisition of the land at Field Common Farm site.
